THAT at the General Election to be
held in the City of Vernonia, Oregon,
on the 3rd day of November, 1964,
all duly qualified and registered vot­
ers of the City of Vernonia may cast
their ballots for or against the fol­
lowing measure:
ORDINANCE NO. 381
AN ORDINANCE PROVIDING FOR
A BUILDING CODE FOR THE CITY
OF VERNONIA AND ADOPTING
THE 1961 UNIFORM BUILDING
CODE.
THE CITY OR VERNONIA
DOES ORDAIN AS FOLLOWS:
(Section 1. The Uniform Building
Code, 1961 Edition, as published by
the International Conference of Build­
ing Officials, is hereby adopted as
the Building Code of and for the City
of Vernonia, Oregon, with the fol­
lowing amendments.
(A» Section 264 of said code is
amended so as to provide for 3 mem­
bers of the Boad of Appeals rather
than 5 members; and said section
204 is further amended by adding
another sentence to the end thereof
which shall say as follows: “A per­
son who feels an injustice has been
done him by an order or ruling of the
building official or plumbing inspec­
tor may appeal therefrom to the
Board of Appeals.”
(B) That section 205 of the said
Building Code shall be, and is, here­
by amended to read as follows:
(1) Violation of a provision of this
ordinance or amendments thereto
is punishable, upon conviction, by:
(a» A fine of not more than $100.00
for each day of violation where the
offense is a continuing offense, but
such fine shall not exceed $1,000.00.
(b) A fine of not more than $500.00
where the offones is not a continu­
ing offense.
(2) The erecting, construction, re­
construction, alteration, moving, or
occupancy of a building or other
structure in violation of this order
or amendments thereto shall be
deemed to be a nuisance.
(3) In case a building or other
structure is proposed to be erected,
constructed, reconstructed, altered,
moved or occupied in violation of this
ordinance or amendments thereto,
the City Attorney of Vernonia, Ore­
gon or a person whose interest in
real property in Columbia County
is or may be affected by the viola­
tion, may, in addition to other re­
medies provided by law, institute
proceedings for injunction, manda­
mus or abatement, or any other ap­
propriate proceedings to prevent,
temporarily or permanently enjoin,
abate or remove the unlawful erec­
tion, construction, reconstruction, al­
teration, moving, or occupancy.
(C) Table No. 3-A, forming a part
of Section 303 of the aforementioned
Building Code, herein adopted, shall
be, and is, hereby amended to read
as follows:

cent. When additions, alterations,
or repairs within any twelve month
period exceed 50 per cent of the
value of an existing building or stuc-
ture, such building or structure shall
be made to conform to the require­
ments for new buildings or struc­
tures EXCEPTING, however, dwel­
ling buildings may be added to, al­
tered or repaired without making the
entire building or structure comply.
New construction shall conform to
the requirements of this code for a
new building of like area, height
and occupancy. . Such building or
structures including any additions
shall not exceed the areas ana
heights specified in this code.
