October 8, 1962 Lester Sheeley Vernonia Oregon This is in reply to your letter of October 4, 1962 in which you in­ quired about the effect the new timber tax law will have on fu­ ture years taxes. The new law will reduce the taxes in future years below the 1962 taxes; assuming, of course, that the budgets remain the same as 1962, but will not recover the loss in taxes for many years be­ cause so much of our timber is under 12 inches in diameter. The law provides for a harvest tax based on 70 per cent of the immediate harvest value on that timber which is over 12 inches in diameter; and a harvest tax based on 100 per cent of the immediate harvest value of that timber that is under 12 inches in diameter. The additional taxes will be col­ lected on the year following the harvest and the monies collected shall be applied as an offset to the various budgets within the code area on the year of collection. Not knowing the volume of timber that will b? harvested each year, it is impossible to estimate the amount of money that will be available each year for offset purposes. Very truly yours, Frank H. At the present time, work is being carried on in Columbia county to increase volumes of timber for growth and to reinven­ tory areas which were first inven­ toried in 1954 and 1955. Through this cruise, the distincton between trees over and under 12 inches diameter is made. This work is done as a field examination by trained foresters.
