A car whose steering sys tem, in the opinion of the Inspec tion committee, does not fully meet the requirements of safety, will be barred. (b) STEERING POSITION— The body and seat must be so built that the driver sits in a normal driving position (as in an automobile) permitting easy op eration of steering and brakes and a clear view to the front and both sides. The driver may lean forward in his seat during the race, but a reclining position (leaning back) is prohibited. (c) STEERING MUST BE BY HAND. (d) The steering control must operate the front axle (on a king pin) or the front wheels (as on an automobile). (Rear end steering is not permitted.) (e) If the car is steered by swinging the front axle, axle movement must be limited so that the front wheels can move not more than 4 inches nor less than 3 inches off center. (f) Suggested STEERING DE VICES are: Wheel, half-wheel, airplane type and tiller. • (g) STEERING WHEEL—If any type of steering wheel is used it must be above the level of the driver’s legs when the driver is in position. BRAKES (a) DRAG BRAKE REQUIRED Every car must be equipped with a drag brake capable of stopping the car quickly and safely in a straight line. No other type of brake will be permitted. (b) OPERATION—The brake must be operated by a single pedal, or foot bar, moved and operated by one or two feet. HAND BRAKES ARE NOT PER MITTED. (c) BRAKE FACING — Drag brakes must be faced with rubber, or a piece of old tire tread, to give a good grip when applied. 15. COST LIMIT No car may cost more than $6.00 over and above the cost of the wheels and axles. However, any steering device shaft per mitted by the rules may be used regardless of the original purchase price. 16. DRIVER Entrants must drive their own cars in the race. No car shall carry more than one boy. 17. RACE PROCEDURE (a) Depending upon the number of entries, the races may be run in heats or timed runs. (b) STARTING — Cars must start by gravity from a standstill at a starting line on the track or on a special starting ramp. (c) If heats are run, the car whose nose is first over the finish line will be the winner. 18. INSPECTION All cars must pass inspection by the official Inspection Com mittee before they are allowed to compete. NOTE: Special atten tion will be given to wheels, bear ings, steering and brakes during inspection. Failure to provide the car with strong and safe steering and braking devices will lead to disqualification. 19. OFFICIALS (a) The decision of local race officials regarding the interpre tation of these rules will be final. (b) Officials will disqualify any car which in their opinion may prove to be dangerous tg the driver, other drivers, or spectators. (c) Officials will disqualify any car which in their opinion was not built by the boy who entered it in the race. (d) Officials will disqualify any driver who shows poor sportsman ship, or whose driving is such as to interfere with other drivers. (e) Poor sportsmanship is meant to include any attempts to gain any unfair advantages under these rules (such as receiving adult I. c I d in construction) or using material that is prohibited or improper race conduct (such as intentional interference with mother car or driver.) . 20. RULES ARE BINDING ON APPLIANCES Note: Boys who already have their racers constructed are asked to bring them in for the inspection even though they don’t fully con form to the above rules.
