It is now on dis­ play in thousands of schools, libra­ ries, bookstores and civic welfare centers to announce the opening of Book Week—November 16-22. The Children’s Book Council at 62 West 45th Street, New York City, by whom this poster is dis­ tributed, tells us that at least eleven million American boys and girls today are without library service or access to reading of any kind other than text books. These children live for the most part in rural areas and the conditions are to be found in varying degrees in nearly every state in the union. The Council, which is a public Information center for and about children’s books, adds that they have initiated a national Book Week project, cooperating with the Save the Children Federation and the Treasure Chest Campaign, two of the Council’s twenty-nine co­ operating organizations. It is hoped that more fortunate com­ munities will join in the Treasure Chests U.S.A, project to donate Treasure Chests of children's books to rural schools in the United States (25,000 Treasure Chest books have already been donated for children overseas). Law Cited on Burning Material Throwing lighted material away upon any land in the state of Oregon during the closed season, whether it is forest or field, urban or suburban, is unlawful, accord­ ing to an opinion issued recently by the office of the attorney gen­ eral. The opinion was written by E. G. Foxley, attorney assigned to the state forestry department, in collaboration with Rex Kimmel, assistant attorney general. This recent opinion modifies a previous opinion which questioned the authority of the act in in­ stances covering alleged violations outside forested areas. The ques­ tion arose when an opinion was requested covering the question of prosecuting an individual who had tossed lighted firecrackers on the streets of Corvallis. The original reply indicated that the act did not apply. In the later opinion the attorneys point out that while the act states that is is unlawful, during the closed season, to throw lighted material on “forest land, private road, public highways or rail­ road right of way", and limits it to the above areas, this portion of the act must be considered in respect to the entire provisions of the act. If there are limitations these must be found within the entire act. The opinion quotes that por­ tions of the protection code which make it unlawful to set on fire "any forest land, grain, grass or atnbble, either his own or the property of another ....”, and also quotes further that “anyone •who unlawfully sets on fire, or causes to be set on fire, any forest land, grass, grain or stubble or other material being or growing on any lands within this state" is tu;lty of a misdemeanor. These citations, the attorneys hold, clearly indicates that the legislature fully recognized the clanger of fire regardless of the place where it may be started or med and did not intend that it restrict the effective operation of the act It also pointed out that • definite hazard existed to forests from fires in outside areas and this cannot be measured by dis­ tance. In view of the above the at­ torney general held that the “act is not limited or restricted in its scope or magnitude and any of­ fense committed thereunder any­ where within the territorial limits of the State of Oregon would be clearly in violation of the act.” • Though operations were retard­ ed througoat the war. a gold mine at Yellowknife, Canada, inside the Artcic Circle* and 600 miles from a railroad, has produced more than $13,000,000 of ore since 1938.
