Cutting Pennit Is Law Necessity Farmers who cut timber for commercial purposes after Jan­ uary 1, 1948, must get a cutting permit, County Agent W. G. Nibler said, following his return from a recent meeting with other county agents in western Oregon and with officers of the state forestry department. The meet­ ing considered the new require­ ments of the Oregon Forest Con­ servation act, as changed by the 1947 legislature. The stricter rule applies to farmers as well as loggers and -covers all cutting of timber for commercial purpose, that is for use off the farm, such as logs, pulp wood, poles, fuel wood, and also Christmas trees, and cascara bark. Purpose of the act, as explained at the meeting, is to insure that ■each person cutting timber leaves a seed secure for restocking. Two seed trees must be left per acre, or five per cent of the timber stand left uncut in blocks. If a farmer wishes to cut his timber and put his land in pasture or cultivation, he is given a permit to clear the land ,as he wishes. However, state conservation of­ ficers are required to return in five years to inspect the land to make sure that it is being used for grazing or has been sowed to crops, and that development was not given as an excuse for strip­ ping permanent forest lands. County agents and state forest­ ers believe the farmer would be wise to have a written contract with the logger that should re- quire that the operator comply with slash burning requirements and with the conservation law re­ quirements. This is to protect the farmer, since payment of costs would have to be assumed by the farmer if a violation of io rest la’vs occurs. Permits to harvest timber can be obtained from state fire war­ den officers. The county agent can advise farmers where to obtain permits. • Clinic Date Set The Oregon High School Act­ ivities association is sponsoring an officials clinic to be held in the St. Helens high school Friday, September 12 at 7:30. The pro­ gram consists of a moving picture interpreting state changes, a dis­ cussion period and a test for of­ ficials certification. Planning ten­ tatively to attend from here are Ray Mills.
