C. Johns:n. Mist, chairman of the county AAA committee. Grazing land management — practice E-l in the 1946 county conservation handbook— again is the basis for range improvement work under the program, and to obtain program assistance opera tors will need to have an ap proved grazing land managemen; plan on file with the county com mittee before May 1. Livestock producers with a ranching unit of 640 acres or more of grazing land, or whose unit has a carrying capacity of at least 300 animal unit months are eligible to take part in the practice. Payments are made for improvemen needed to carry out a management plan that will maintain forage residue through out the unit. Operators carrying out a man agement plan under practice E-l also may obtain assistance for livestock water developments and other range improvements. The county handbook includes practic es for construction of dam , res ervoirs and wells, development of seeps and springs, installing pipelines, construction of large water storage tanks, building and maintaing fireguards to protect rangelands and constructing stock trails to inaccessible areas of grass or water. Veteran’s preference certifi cates for purchase of new farm machinery now will expire sixty dsrys after issuance if not filed by dealers according to provis ions of an amendment to WFO 135 which became effective Feb ruary 20th. The amendment order also pro vides that certificates will become void unless they are presented to a dealer within 15 days of the date cf issuance by a county AAA committee. Certificates is sued before February 20th will become void unless they are pre sented to a dealer before March 20th. The new regulation also permits a dealer to decide wheth er he will fill a veteran’s order from equipment on hand when the preference certificate is re ceived. If he does not fill the order from equipment on hand, the dealer must honor the pref erence and fill the order with the next item of equipment re ceived. The 16 groups of new machin ery for which preference can be granted also are listed in the re vised regulation. They include planting, seeding, and fertilizing machinery; plows and listers; pul verizers and stalk cutters; spray- e s and dusters; elevators and blowers; harvesting machinery: wheel tractors; pumps and water systems; irrigation equipment; dairy farm machine and equip ment; ba-n and barnyard equip ment; and poultry equipment. Mr. Norblad stressed the deter ioration of the recreational facil- ties in the r.ator.al forests due to the prosecution if the war and tbs need for raepening the areas to accomodate the thou anils of people who are and will in the months to come c«ek outdoor re laxation. The representative cal led particular attention to the service men and women who are resuming their peacetime occupa tions and are planning on enjoy ing th? full benefits of the parks in our national forests. Pacific Northwest forest and rnnge experiment station, Mr. Norblad reminded the committee that one of the biggest and most destructive fires that ever raged in the Northwest-;—the Tillamook burn—"ccurrcd ili *the fi -t Ore- g. n district, which he represents in congress. He urged that as lit tle time as possible be lost in bringing this and other non-pro dnetive areas back into timber production and that the Pacific Northwest forest experiment sta tion be adequately financed to carry out planting research on the T llamook and similar devas tated areas.
