Govern­ ment, can be i^iven to any officer or enlisted man of the United States Army who shall “in action involving actual conflict with an enemy distinguish himself con­ spicuously by his gallantry and intrepedity at the risk of his life, above and beyond the call to duty.” It was first authorized by act of Congress in 1862, and pre­ sented “in the name of Con­ gress”; hence the frequent allu­ sion to it as the “Congressional Medal.” The present design was adopted in 1904. A bronze five-pointed star, surrounded by a laurel wreath in green enamel, sus­ pended by two links from a bronze bar bearing the inscription “Valor,” and surmounted by an eagle. In the center of the star is the head of Minerva surrounded by the inscription “United States of America.” Each ray of tha star bears an oak leaf in green enamel. On the reverse of the medal is engraved the name of the recipient. It may be worn with a neck band. The ribbon is of light blue watered silk.
