ORIGINALS “It provides for the establishment of an international authority that would have power to accept bonds of the various countries, to extend them credit, and to act as fiscal agent and central purchasing agency. Suggestion Made “It is further suggested that the highway be made self-liquidating, at least in part, through excess acquis ition. Under this plan, the govern ment building the highway would acquire a substantial amount of land on each side of that needed for right-of-way; when the land had appreciated in value because being provided with highway facil- ¡ties, the land would be re-sold and the profits resulting : applied to the ocst of construction. Similar pro posals have been made for paying part of the cost of constructing high-type highways in congested areas of the U. S. “The U. S. has been extending aid through supplying surveying. engineering, and other technical as sistance and through advancing loans from the Export-Import Bank. It is generally believed, however, that the highway finance authority would give a greater degree of co operation among the various Amer ican nations and place the entire project on a much sounder basis.” • ON ALL MODELS At The Churches . .
