F. of L. and a committee from Local 37 I. W. A. met in the office of the Governor with Governor Sprague and P. W. Chappell, Commissioner of Ooncilia- lion. After several hours of consideration of proposals and counter propositions the committee from Local .37 presented a proposal that the members of Local 2557 pay to Local 37 I. W. A. the sum of 50c per month per member for a permit to work at the Oregon-American Lumber Corporation mill. This propositi was made dum of agreement and as an stated that this agreement and when it shall be ratified out in form as a memoran- integral part of same it was was to become effective if by Local 2557 and Local 37. It might be of interest to the public to know that Mr. Chappell stated he was aware that such an agree- nient could not be made a matter of record and placed in (he minutes of Local 2557 as if such actipn was taken the Brotherhood of Carpenters and Joiners would take away the charter under which Local 2557 existed. The record could show instead of an appropriation of any sum to Local 37 a disbursement of such amount could be made for subscriptions to the Ladies Home Journal and check issued to Local 37. What action the publishers of the Ladies Home Journal might take was not mentioned. As we are not in the magazine racket such a propo sition might be said to have had a very offensive odor. We wish to state that had such an agreement been ratified by our Local we would not now be a Local as our charter would have been revoked and the mill would have been placed on the unfair list. Such action by the Brotherhood of Carpenters and Joiners would result in a loss of orders to an extent which would make it impossible to operate the plant at anywhere near its present production. We wish to say also made on Local No. 37 I. money and property which time Local 37 installed its such money and property. that legal demand has been _____ W.
