FISHER, Editor and Publisher A LOP-SIDED SAW For years municipalities and school districts in Colum bia county—and perhaps elsewhere in the state for aught this newspaper knows—have been drawing up their bud gets and adopting them without special elections, secure in the belief that if the amount of tax asked for is not more than six per cent in excess of the levy for the pre vious year, authority of the voters is not necessary. Somebody in the state tax department probing around in the records finds that these cities and school districts in the county have been all wrong—that the original “base” stipulated in the law has been disregarded, and even, as sometimes happens, a tax lower than that of the previous year must be voted upon just as if it were five times as great. Authority to exceed the six per cent limitation must be granted by ballot. As to Vernonia, the reason is easy to understand. When the law imposing the limitation went into effect, Vernonia was a little village. A small budget was suf ficient. When the boom came, there was a tremendous leap in expenditures. Much more than the six per cent increase had to go into effect, and no doubt it was duly authorized. The original base could not be disregarded however. An increase in excess of six per cent, although approved by the voters, can not form a new base. On the other hand, a tax levy reduced temporarily be low the base because the usual amount is not needed in some particular year creates a new low base. The rule is poor that does not work both ways. The result of this lop-sided law is that cities and school districts that have grown rapidly are compelled year after year to submit to a vote the question of ex ceeding the limitation, irrespective of how careful and economical the budget committee has been. The expense of the election is needless, and there is always danger that enough voters will misunderstand the situation to refuse authority to exceed the limitation. According to Assessor Watkins that very thing was done in a school district in the county this year, and it is compelled to restrict itself to a base of $230.00. The city of Vernonia’s base this year is $1,865.13. Imagine trying to run the municipal government on that! According to Judge Reasoner’s computation, it will take 24 years, allowing six per cent increase each year, for Vernonia to catch up with the base. If Vernonia grows faster than that—as indeed it undoubtedly will grow—the base can never be overtaken. Of course law is law, and must be obeyed. To scold against it, or to blame the county assessor, who had noth ing whatever to do with the making of it, would be futile. Sentiment, however, that will be so strong at the next ses sion of the legislature as to demand in no uncertain terms a revision is perfectly in order. Vernonia, and other cities like it, should not have to wait 24 years to catch up with a base that they may never be able to catch even then. Attractive Cards, Priced Low What Other Editors ...
