Vernonia THE TUNNEL BILL The effort to protect the taxpayer by making the bonded indebtedness of the proposed Tualatin tunnel a lien on receipts from tolls only, and1 not on the general high way funds of the state, is praiseworthy, but otherwise it is bad ethics and bad business. The ethics of the proposition are decidely shady be cause the bonds would bear the seal of the state of Ore gon and the signature of its governor, without one pen ny’s worth of responsibility to back the preteftse at guar antee. The endorsement of the state would man absolutely nothing, a species of the political craftiness that tucks jokers into desirable legislation, and chortles when the in nocent and the uninformed are deluded into the belief that the thing is what it pretends to be. Bad businss it would be, too, for the tremendous in vestment is doomed to be unprofitable. Some one made a survey of traffic flowing into the Tualatin valley and “es timated” 60 per cent of it would use the tunnel. But would 60 per cent of the truck and automobile owners pay a necessarily heavy toll and pass through a fairly long tun nel in order to save three miles, when close at hand in the open air is the free Canyon road, perhaps the finest stretch of highway in the whole state? Sixty per cent? About ten per cent would be a safer guess. The Longview bridge, unable to meet the interest on its obligations, stands as an example of how the traveling public takes to the pay ment of tolls when a means of free passage is not far distant. The Tualatin tunnel if built according to the proposed plan of finance is bound to become a white (or more ex actly, perhaps, a dark) elephant on somebody’s hands.
