Falls has the right idea in his con­
stitutional amendment, now pending
before the legislature. It restricts the
voting right to registered voters. The
citizen who hasn’t enough sense of
loyalty and enough gumption to reg­
ister, will find himself (or herself) ’
out in the cold on election day—dis-1
franchised—a slacker without power
to cast a ballot. A sound idea.—Ore­
