LOVELACE DECLINES
TAX APPOINTMENT
R. N. Lovelace, prominent Colum­
bia county farmer and member of
the Pomona grange, has declined the
appointment tendered him by Gover­
nor Pierce as member of the Colum­
bia County tax commission. It is
understood that the executive com­
mittee ot the grange will name a mem­
ber to take the place of Mr. Lovelace.
The committee will choose a farmer
and their recommendation will be
forwarded to Governor Pierce.
That there will be numerous appli­
cants for clerk of the commission is
already an established fact. The law
provided that a clerk must be em­
ployed and his salary (in counties
less than 100,000 population) shall not
be more than $2500 per year. While
no definite statement can be obtained
from the members of the commission
it can be safely stated that the salary
paid in Columbia county will not ex­
ceed $2000 per annum. The commis?
sion will not elect the clerk until the
third number is appointed.—St. Hel-

Bids for paving the St. Helens-
Yankton county road will be opened
at the courthouse next Monday. Aug­
ust 13th. This length of paving (lb
feet concrete) will be 1725 feet, com­
mencing at the Columbia Highway on
Houlton street. Work is to be com­
pleted October 1. This will be a much
needed improvement in West St. Hel­
ens.—The Columbian.

FREEDOM OF THE PRESS
A decision recently rendered by the
supreme court of New York will have
a far-reaching influence upon the
freedom of the press.
The Buffalo Evening News pub­
lished matter which the counsel of
that city alleged annoyed and har-
rassed certain officials. The city
counsel moved for an order directing
editors of the paper to appear and
answer regarding articles concerning
certain conditions of the city.
Justice Marcus refused the writ.
saying: “I am strongly impressed with
the view that it would be unwise to
heckle and annoy the press. If every
article subjected them to an exam­
ination that would harass and annoy
them, whenever the subject matter
was unpleasant by way of criticism of
officials, the public would lose much,
even recognizing the license often­
times used.”
The press is not to be denied the
right of criticizing public officials. A
community can have no better secur­
ity than a newspaper which watches
the acts of public officers and holds
them strictly accountable for all they
do.
The newspapers guard our liberties
and protect our pocketbooks. The
public owes them a great deal and the
courts, interpreting the constitution,
do well to recognize this fact.
In Hillsboro, last week, one Frank
Wimchick plead guilty to possessing
mash for the making of moonshine,
?nd h* was given a $300 fine and six
months. An awful jolt.
