EDITORIAL COMMENT
THE HUGE WASTE IX TAX-GATHERING
The statement has been made by one in a position to
know that for every dollar that reaches the United States
Trensurv now in the way of excess profits taxes, four or
five dollars are collected' from "you and me and the man
in the street." That is. the American people as a whole,
inch and poor alike, are paying a bulk sum four or fives
times a large as the Government, is receiving for the pur
pose of meetincr our public obligations.
The collection of income and excess profits taxes is
an enbrmouslv cotlv thing. The machinery is vast and
that the Government uses to determine ana

taken from productive employment to man this macninery.
But this is only a part of the waste. There must be

thousands of clerks, accountants and lawyers and for
many hours of the time and thought of business men.

duct. Second. National productivity is diminshed. To
quote a nationally recognized authority on this subject:
"If to the actual c"ot. direct and indirect, incurred by the
Government in the collection of the income and excess

individual, firms and corporations, the aggregate would
be nothing less than staggering in its maginitude."

we tax the rich unjustly or out of proportion to the public
charge they should be called upon to bear, we tax the poor
alio, in the way of added cost for the necessaries of living.
But when we contemplate a system of taxation that
aims to raise a billion dollars for Government use, and
which co its the people of this country five billions of dol
lars before the Government uses it, it is time that we were
raising an insistent and unanimous cry for something in
the way of taxation more in keeping with the reasonable
ness, fairness and justice.
In the face of this cost of administration and collec
tion of the income tax, it is now planned to put into effect
in the State of Oregon an income tax, creating more of
fices for the taxeaters and more for the producer to dig up.
It is not a question now of devising new methods of shift
ing the burdens of taxes what the great majority of our
taxpayers want is a DIRECT CUT of at least 25'ner cent

and no "new fangled ideas" of mileage, direct or indirect
taxes. There are a lot of people yet that DON'T KNOW
THE WAR IS OVER and who are drawing down pay
checks from the public funds all out of proportion to their
earning capacity. It is our contention that no person in
public employ should receive more pay for their services
than they could earn in a private capacity for the same

The poorer you are the heavier the tax burden you
bear although you may not pay a cent directly in city,
county, state or federal taxes.
The indirect tax which you pay, however, which is in
cluded in the cost of producing every article you eat or
wear is the largest single item in your cot of living.

It is the everyday citizen and workman who must
awaken to the fact that relief from excessive taxation rests
in his hands. As long as he votes for men and measures
which add annually to the tax load just so long will the
cost of living steadily advance.
