Important phatcs of tho prohibition law are ruled upon In an opinion rendered by Attor ney General Drown nt the request of several district attorneys of the state, They are as follow: First -That where Us 5 ovncr anil proprietor of a drug store, who Is not a druggist, cmploya a registered phar moclst to sell drugs arid dispense pre scriptiomi, the registered pharmacist must furnish the $250 bond provided for by the law. Second -That if a proprietor insists on having a prescription filled for al alcohol when the physician who wrote It Is of Intemperate habits, both the proprietor who directed tho sale and the pharmacist who filled It arc rqually guilty. That if tho sale Is made upon an affi davit to a person of intemperate hauiis by ajpharmaciat, who didnot;-knowof these habits, his ignorance I not a de fense, though It may not be considered in mitigation of the penalty to be in dicted. Fourth -That from and after Janu ary 1, 1916, registered pharmacists cannot fill precription for any intoxi cants, save alcohol. Fifth That n prescription presented stating that the alcohol is required for mtdlclnal use without any other speci fications or directions i'h not sufficient as the law provides that auch prescrip tions must show on thoir face the pur pose for which the alcohol Is pre scribed. SixthThat a physician can admin ister intoxicating liquor to a patient when it is actually necessary as medi cine, but that there is nothing in the law authorizing tlic sale of the liquor by n physician, and tnat under the pro hibition law there is no provision made for a physician obtaining intoxicating liquor other than alcohol, save the last paragraph of section 12 which provides that any person or family may receive from anv common carrier not more than two quarts of spirituous liquors or more than 24 quarts of malt liquors within a period of four successive week. The increase of 6o per cent in thej industrial education courses at the Oregon Agricultural College is said io be due to Several causes, the most important of which is the fact that ' requests for teachers of manual train ing were received last fall from six western states other than Oregon, while the Mipply of trained teachers was not enough for Oregon only. Other causes for the remarkable growth of the classes tare explained as follows by Professor Frank Shcp ard: "The four year course offered by this department is recognized as bc 'ng the equal in all respects of any course offered by any institution for the preparation of teachers of manual training. "It is also a fact that equipment in shuns, woodworking, machine shops, drafting rooms .foundry, plumbing shoos, woodworking, machine shops, whole, is by far the best and most i nfnrly complete provided by any school that is attempting to fit teach ers for manual training teaching, on the Pacific slone. And the faculty of fourteen people offer courses that arc ;n demand by leading schools ol trie country. "Another reason is found in" the fact that O. A. C. is now a standardized college and offers opportunities in the field of industrial arts that arc su-i-erior to those of any other institu tion on the Pacific slowe.
