The rccont action of the Inters'' Ccmm"rc Commtiwwn In srjmt'nr, -n Increase In frWftht rstns In ib- pas'pra clasnlflcntlon of territory; the at, plica tion of !h- roadtt u, ute ur.i r,ifr Mat's commissions for an iDcris" In rates, and tho utterance ot Prldf-nt Wilson on th subject brlriR the farm ers of this nation face to face with tho problem of an Increase In freight rate. It Is the policy of the Farmers' Celt, to meet the Issues affecting tb wolf-.'e of the farmers squarely and e will do so In this Instance. The transportation facilities of tho United States arc indetoate to -t fectlvely meet the demands of com merce and particularly In the Sou'h and West additional railway luiU-ag I aeed-d lo c. oi imodate the tocve rnent of farm products. If In the wi. dom of our Il!!ro!j CommHsiOf.i an Increase In freight rates Is necessary to brins about an Improvement In our mnxportatioa r ' r-.d - ' a stoo of out mil eat' . n an ... a should be granted, HSlli tht- farmer Is wlllInK to share such proportion f the Increase as Justly belongs to b . but e have some suaestlona to n. e as lo the manner in which tbU u crease shall be levied. i ' Rates Follow Lines of Least Res'it j ance. ) The freight rates of the nation hava been built, up along lines of least ro- sistanco The merchant, tho ms factorer. the. miner, the miller lumberman and the cattleman t had their traffic bureaus thorom organized and in many instances ' i or .i'd the railroad wl? nurvi ai.d )th the power of or tied tonnage the) have hammoreo life out of the rates and with ui -e-strained greed thej have eaten '::o vitals out of our transportation sjs'ta and since we have had railroad com missions. thee Interests, with skill and cuuninp. are represented at every hearing In which their business Is Involved. Tho farmer Is e!dom represented at rate hearings, as his organiraiions have never bad the finances to em ploy counsel to develop his side jf the c?se and. us a result, the products of the p!ow bear t-n uuequal burden of the freight e- nse. A glance at the freight tariflj abundantly proea this assertion. Cotton, the' loading agricultural product of the South, al ready bears the highest freight me of any necessary commodity in ccm mcrce, aud the rate ou agricultural products as a whole Is, out of pro portion with that of the products ot tho factory and the mine. We o3er no schedule of rates, but hope the commission will be able to give the railroad such an Increase tn rates as Is necessary without lojnyj a further toll upon tho products of the plow. Tho Insmnco soems to pre sent au opportunity to the Itaiiroiul Commissions to equalize the rates :m between agricultural and other classos of freight without disturbing the rat on staple farm products. What Is a Fair Rate? Wo do not know what constitutes a bnsls for rate making and have nevnr hoard ot anyone who did claim to know much about It, but If the nir.x. porlty of tho farm is a factor to bo considered and tho railroad commis sion concludes that an Increase la rates Is necessary, we would prefar that It come to us through articles of consumption ou their joutuoy from tho factory to the farm. We would, for bxnmple. prefer that the rate on nogs remain as at present aud th rate on meat bear tho Increase, for any farmer can thou nvold tho burden by raising hi own meat, aud a farm er who will ttot try to raise his own moat ought to bo peunltzed. We think tho rate on coal and brick cua much butter bear au increase thojs the rate on cotton and flour. V would prefer that tho rate on plows remain the same, and machinery, plauos and such articles as the poor or farmer caunot bopo to possess bear the burden of Increase. The Increase In rates should be s arranged that tho farmer who lives st homo will bear no part of the bu deu, but let the farmer who board In other states and countries sim who foods bis stock In foreign tant pay tho price of his folly.'
