Bonding Act is ncorporated in the city charter, and i in addition thereto, provision is made that while individual property is as sessed for its improvements, the city , as a whole may guarantee the payment of improvement bonds issued in pay-, ment therefore, giving improvement bonds issued against individual proper-, ty owneib the backing of the city as a ; whole and thereby eliminate the possi-' bility of the bends being sol'i at a dis count, whi n of coursu means just so ' ued for the payment of outstanding warrants and caring for the indebted ncs of the city. This provision is a good one. Many of our people arc car rying city warrants ami arc unable to rciiliae on them except at a discount.
