commenced. The first pile was driven
in a project to reclaim the water

of a great concrete sea wall, ground
was broken for the Clatsop County
section of the Columbia highway, and
at Flavel, a suburb of the greater
city, work was started on the con
struction of a great system of docks
for the accomodation of the magnif
icent steamers which the Hill system
is having built for service between
the mouth of the river and California,
'I he municipal docks, which are
located at Smith's Point, will consist
of a dock a nil warehouse 90 x 1,100
feet on the west side and a dock 100
'x 600 feet on the north side of the
point, the development, when com
plete, providing 0,000 feet of water
