And here is its testimony regard- ', inu the conditions in that industry un- j dor a Democratic low tariff: "Nearly three months have elapsed since the tarilT reduction on manu factured coods became effective, ami the textile business in eencr.il is much better than many would have us be lieve. It may bo safely stated that the turning point has been passed and the outlook for the future has much of promise. Instead of the condition of acute depression foretoll by those who j could see only complete disruption of j the industrv, the great majority of our ' mills are operating full time with a ! full complement of help. In sevtrali textile centers there is a greater ap- j prehennon of a scarcity of help as the spring season one- on than anxiety as to lack of order. "The improvement in conditions in the woolen and worsted industries is possibly more evident than in the cot ton division of textiles. The overcoat ins situation, when in the early weeks of the season was looked upon with a feeling of apprehension by both dealer and manufacturer, has taken a com pete turn, thanks to favorable weath er conditions, and the abnormally large stocks uf go-nls ami garments have Leen so radically reduced that a con siderable volume of orders for fabrics has ben forwarded to the mills. "We arc inclined to take a rather op timistic view of the outlook for a va riety of reasons, not the least of which is the spirit of confidence so strongly manifested by practically all of our manufacturers and business men. La bor is more fully employed, many mills and shops which were running but part time are increasing their forces, and in several instances are operating dou ble time, Another cause for optimism is the frequency with which items rel ative to increase in equipment appear," mill buildings or i We feel that the American Wool and Cotton Reporter has not been keeping in proper touch with Senator Penrose and th organs of calamity. The sen ator and the organs know or they say that the textile industry is "pros trate." They insist that panic condi tions even now prevail. They declare in sesjion and out of season that fac tories hsve been closed and that hun dreds of thousands of American toilers hnve been turned out upon the cold charity of the world. Of this the Wool and Cotton Reporter seems strangely unaware. In fact it professes optimism as it lioks abroad over its special field. "Labor iB more fully employed," it sayt, "many mills and shops which were running but part time and in creasing their forces are in several in tancea are operating double time." Just think of that. Not merely in creasing their forces, but operating double time! And under "free trade" nd n'cht in the very faces of Penrose nd Fordney and Mann and other howl ri of calamity.
