TV BSD AY MARCH 1M-, HH1-. A Chester county (Pa.) quarti con cern has instituteii a unique plan of offering to increase by ten per cent the pay of every employe who totally ab stains from intovieatim; liquors. Thus we have another argument acamst the whisky business, which should be far reaching. The above argument will appeal to that clas uho arc prone to measure things by dollars and cents. When an employer offers n man a ten percent increase in his wages if he j will not use intoxicating liquors, itj means that actual facts ami conclusive i data have been considered and are back of the decision. The above is one of the Tempera ce arguments in which money talks, and as this is an age of I commercialism the financial phase of. ual labor, trades, nor the professions shall be exempted, but every form of labor, skilled and unskilled, as well as every trade a d profession, and per sons wording therein or thereat, shall bo included in, by and under this law, within the State of Oregon. Further, be it enacted, that children or relatives of employers or their agents s'lall not I to exempt under this law. and the same shall be included, in, by and under this law. It shall be the duty of the Commis sioner of l,abor of the State of Oregon and his assistants, to enforce, without delay, each, any, ami every provision of this law; and to prflVeeutr to the fullest extent of the law, each, any, and eveiy violation of each, any and analysis be the power which will over turn the whisky business. The offer of an increase of ten per cent in wage ought to awaken many a man to the fact that f total abstinence is wrth that much to an employtr from eight to ten hours of the day, it ought to be worth juist ns much to the employe during the hours in which he is not working, by enabling him to put his spare time to better advantage and get more satisfactory enjoyment out of life in a general way. The political wood are full of can didates who are after the governorship of this state. There are many good men after the high position on both the Democrat and Re publican side of the fence. In considering the matter from a personal standpoint we would like to see some good Democrat land the job. Mow ever, if we are to have a Republican governor our preference is Dr. James Withycombe, who for the past twenty years ha been director of the Oregon Agricultural College. In our opinion thre is not another man in Oregon who is as well equipped to look after the agricultural interests of Oregon as is Dr. Withycombe. His twenty years of experience at the Oregon Agricul tural College has given him a wonder ful insight into the agricultural needs of Oregon. Dr. Withycombe is not only a man of considerable ability, but he is a man who stands for better things all along the line. If we are to have a Republican Governor let it be Dr. Withycombe. the whisky problem will in the last j every provision of this law. failure of the Labor t-ommis?iorior to enforce without delay, each, any and every provision of tnis law, and to prosecute without delay, each, any and every violator of this l.iw. shall make it mandatory for the Governor of the State of Oregon to disrni.-s said Labor Commissioner. This law shall be in force immediate ly following the passage of same The only exemptions allowed by and under this lnw. shall be in case of acci dent, breakdown, fire, Mood or storm when in such cases, it shall be legal for any employer, his or her agents, to em ploy their help for more than eight hours one calendar day; provided, how ever, that, lor each additional hour, or fraction thereof, such help shall re ceive twice their usual remuneration for each additional hour, or fraetiun thereof. Any employer, his or her foreman, overseer, nuperintcnuent, manager, or any other agent, who shall fail, neg lect. or refuse to eomiilv. and have complied with, each, any and every provision of this law, shall, for each, any and every violation of this law and its provisions, he punished by a line of not l-ss than one hundred dollars, nor more than one thousand dollars ; or not less than thirty days nor more than one year in jail, or both; for ench, any and curry viutuuon 01 cacn, any ami every provision of this law. irmur s r.uic: i no above r.ropos ed amendment to the constitution is in deed a most drastic one, and to .is it seems a most unreasonable one. To the dreamer, or to the man who has no othr ambition than to hold down a job u.-.der ornc one else, it may appear very fine, but to men and women who are really trying to do things, it will The following drastic 8-hour law w,ll , aprear.' .we ar" 8Ure- a8 a W f,wli be submittal t !,.. rw,ni. nf .iu.
