A Sanitary sewer is supimsed to lie practically water light, however, ujwn investiK'itim; five or six Joints of pipe which were uncovered in two different places on tith street, botween two man holes, every joint uncovuro i leaked water. An idea of the leakage -vas obtained from the fact that the sewer was plugged at the lower tnnniinle and left over night. The next morning Uio surface water stood twenty inch es deep over the pipe that had lieen uncovered. When the plug wns remnvixl from the lower manhole it required only 10 min utes for all the water to drain into the sower out of thu holes that had been dug, unch hole being ab nit 10 feet long. This water run in through the joints that were sujKsel to bo water tight. l'rof. Allison says that it will be a grunt mistake for thu city lo pjiy for the auwer, mid that thu contract wne let for $lli,000 more than the sewer could be worth under any considera tion, and further that had the contract tftien lot for $12,000 less than thu con tract price of $17,000 the contractors would hnvu mndo n line margin for tlieintelves. Prof, Allison's opinion conlirms thu report made by engineer Richardson, which was to thu elTect that thu sewer tihnuld hnvu cust much less than $17, 000.
