In some cases it means great: Fsrnr.ct on the part of the taxpayer: a-i'j in o'her cases it means almost the cr fisca lon of property. Some of our . c.tizens have been called upon to pay j iarge an.ounts, all the way from three Vj twel-e thousand dollars for these improvements. Now then, regarilessj f the e burdens, the people would r... e no kick if they were sure j iii- were going to get what they are expt- -teo to pay for. The major-j it .!' tru samples of the pavement that have been take:, from our streets, as everyone knows, do not appear to be whot they ought to be and It is alo knrwn that th.re are different places in the city where the pavement has al ready begun to break up and wear. In view of the foregoing facts wo believe that the property owners would be verj foolish if they did not rnako the very investigation they are now mak ing. It may be that after thorough in ve .ligation it will be found that con siderable of the pavement has been laid properly. However there seems to be no question but what much d it has been laid imp'operly, and if the present ag.tatton does nothing moo than cause the Warren Construction people to tear up and relay that which is laid improperly, it will have been time and effort wall spent, and in some cases probably spent in behalf of those least able to bear the burden of a de fective pavement. We do not know how much, if any, personal spite work has entered into this agitation, how ever, we believe, louking at the matter from a broad standpoint, that those who are behind the present investiga tion have a just cauto. HELP THE CHILDREN TO HELP THEMSEEVES. In every town and city then? art man vacant lots tfrovung up to weeds that might jut as well bo producing garden ami flowers, thus adding beauty and utility U the city inroad of being an eye sore. Many of these lots are owned bv non-residents and other who would be glad to donate the use of them to the children. Almost every town or community has its Parutit l eachers" Circle, civic board and per haps other organizations. and they and the sehoolboHrd should get together and from their membership appoint a committee, whose duty it shall bo to secure the use of them for the children ami arrange to have them plowed and fenced when necessary. In appointing these committees do not overlook the ladies, for in our eperience we have found them adepts nt such work. It would also be their duty to plan and manage the local contests, provide pri xes for same and to elect exhibits to be forwarded to the State Fair, and to show the children bow to pack, mark, enter and ship them. The teacher is not always qualified to do this work, and has about all he can do beside, i hen when school closes and erhaps the teacher leaves town the children i eed help and encouragement whi h this committee can give. In every town ami city are many children who have little or nothing to do outside of school hours. No healthy chifcl can be idle, and without srre direction of his activities and some pro vision of a proper avenue through hich to vent them, they are apt to be wasted. It is not so much the fault of these children if they get into mischief and form habits of idleness, anil possi bly viciousnesss, as it is the fault of parents, guardians and others for not providing interesting and profitable employment for them. To aiU in pro viding this employment and making it attractive and profitable is the ob ject of the industrial contest move ment inaugurated last year. To make this a perfect succeiss it must have tne co-operation of parents, teachers, school boards and all puoi.c piritcd citizens, and we Know of no bettor way in which they can help than as aoove suggested. Try it. Let the teacher or president of the Parent- Teachers' Cir cle call a meeting at once, effect : n organisation and report to the otiiee of the Superintendent of Public Instruc tion, Salem, Oregon, in order that he I caii put you on his mailing list for bulletins, etc., and assist you in every way possible.
