The rulers of Germany believe that
they have the right to prevail over all
other nations. They also believe that
the power of the state is the only ob
ject for which its rulers should strug
gle. Still further, thdy believe that
moral principles and ideas have no
place in determining the actions of
the state, since the sole duty of the
