matters incorporated in appropriation
omnibus, or other bills which are to
become laws, in accordance with cus­
tomary parliamentary practice, and
thus secures the enactment into law
of a large percentage of his bills.
He is interested in getting needed
legislation enaeted, rather than in
passing separate bills in order to have
his name attached to them.
