TO BUILD UP NECANICUM.
Well Supported Rumor that
Plans are Afoot for a
Railroad.
A document wan recorded in the
County clerk’a office yesterday whit h
according to a plausible and well
supported rumor, marks the first
step in a Clatsop county develop­
ment move of the first magnitude,
tee building of a railroad from Sea­
side, all the way up the Necanicum
river to a junction with the P. R- &
N. line now under construction be­
tween Hillsboro and Tillamook.
According to reports from persons
closely in touch with affairs in that
part of the county a broad expan­
sion of the interests of the Seaside
Manfacturingand I.umber company
is shortly to take place,one feature
of which will be a logging road up
the Necanicum, to be succeeded by
a common carrier road as the coun­
try develops.
According to this anthority, the
Hammond interests, which have
lurge holdings in that section, are
friendly to the project anil have of­
fered to give a right-of-way through
their property for mearly a nominal
price for the stumpage cut from the
right of way, The Necanicum val­
ley offers a natural thoroughfare
down the coast almost to the bord­
er* of Clatsop county, with a low
divide giving access into the waters
of the Nehalem and with a right of
way secures almcwt gratia the cost
of constructing the road, it is l>e-
lieved, would be comparatively low.
Discussion of this project arises
out of u bond mortgage filed for
record yesterday by the Seaside Man­
ufacturing company whereby that
company is flouting a loan <>($175,000,
under written by the Astoria Saving«
bank, which latter organization is
the mortgagee as trustee for purch­
aser« of the bond«. The issue is in
denominations of $50(1 and $259 and
it is secured by the entire holding«
of the company, including the plant,
reul estate and timber, The issue is
to run for ten years with interest at
six per cent and it is provided that
any pert of the loan may be called in
ut 105 percent of the par value at any
time ufter November 1, 1910.
The bond further provides that the
mortgager company shall crest? a
■inking fund by setting aside $1.10
for every thousand feet of lumber
manufactured, which shall be ap­
plied to the taking up of the bonds
by lot at stated periods.
At the same time the Sensidecom­
pany executed anil caused tube filed,
a chattel mortgage in favor of the
Seaside bank tor $20,(DO, which is se­
cured by one million feet of spruce
