The amount of taxes, interest to date of

I would settle this question by draw­
ing a line and letting men who arc self-
respecting, who are capable of self
government, who use liquor for a benefit
with discretion, take one side, and men
who believe in total abstinance, and
those who have no conscious scruples of
right, who are devoid of self-control
and honor take the other,
Of men who are temperate, sober and
industiious, who follow their own con­
victions of right. I would form a church
to be known as the Independent Church
of America.
If a man would get drunk if he had
the opportunity lie should be classed
with the inebriates
and should be
governed by the total abstainer, or better
the doctor of the asylum for the insane.
If a man has no self control, he
should be provided with someone tocon-
tol him until lie is capable to care for
himself.
It is said good things grow in clustera.
If a man is honest with himself with
regard to temperance, he is quite apt to
be considerate about hie sexual nature.
Again, if a man is given to drink,
children begotten by such a man are
quite sure to l>e born with unnatural
appetites.;
In our prohibition laws there is pro
vision whereby churches shall not be
disturbed, or io question. Now if a
church has any right at all why should
it not master the question entirely.
Every mau is known whether he drinks
to degrade himself and seeks the as
socialion cf those w ho are inclined to
debauch and poverty, or whether he
s riyes to live an upward, industrious
life and shoulders the responsibility of
manhood.
Now, if a man uses his discretion and
decides that he wants drink I would
leave it to his choice as to what he
drinks, but I would have a dispensary
under the auspices of the church that
would assist him in procuring pure
unadulterated drink at the minimum
price.

S an F rancisco . Jan. 17.—Captain
Neilson,ot the Norwrgiausteamer Thvrs,
which arrived here today from Australia,
reports an eventfnl voyage. The weather
throughout was stormy, one furious
gale succeeding another, keeping the
decks flooded with water, while every
thing movable was washed overboard.
When half way across the Pacific a
dispute arose liefore 15 Canton fireman
and 14 Shanghai sailors on bonrd the
vessel as to the wisdom of the policy
pursued by the Chinese Government in
suppressing the Boxer atrocities. This
led toa riot, and when it was suppressed
by the captain and his officers two
Cantonese and two of the Shangliiaus
were found to have beeu seriously wound­
ed.
When about 100 miles soutb-west of
this port, the American schooner Queen,
bound to San Pedro from Tillamook
with a cargo of lumlicr. was spoken in
distress.
She was in a badly leaking
condition and all on board were starv
ing. For 32 days the schooner had been
battling against adverse gales, and the
provisions had either been washed ovei-
board or had been drenched with salt
water and rendered uneatable.TheThyra
supplied the Queen, which was setting
very low in the water and had an im.
mensc deckload of lumber, with pro-
visious for 30 days.
What is a Gentleman ?
Rev. Cyrus Townsend Brady, “ sky
pilot,” preacher of sermons and spinner
of sea yarns, appealed to a considerable
numler of men and women, who m.y
be presumed to be experts in tl>e matter,
for their definition of a gentleman. We
doubt it frouTany of them he will get a
better summary of the characteristics of
the persona under consideration than the
statement of the Manchester (N. II.)
Union that “ a gentleman always stands
ready to help some one else, is sparing
in his criticism, makes serious state,
ments only when he is sure of his ground,
is kind to a woman, good to the
children, and isn't always hankering to
cheat the eye teeth out of his neighbor."
Perhaps there are some other specifics
lions to be made, but we do not think
of them. It is essential to a gentleman
that be should have good manners, but
good manners, io distinction from mere
etiquette, which is of little importance,
consist of thoughtfulness for others, for
their rights and also for their comfort
and pleasure. Probably every man takes
it for granted that he is a gentleman,
introspection and reflection are not much
in fashion. But if any man should raise
the question in his own mind whether be
is a gentleman or not he could solve the
problem by considering how hie language
and actions and manners affect the
rights au>i comfort of other people.
The golden rule is worth all the eti­
quette books in the world, for the epi­
gram that " manners are minor morals"
is very much more than a witticism. A
man who treats others as he would like
to linve them trent him may not be en-
liiely polished, but the superficial finish
will come from rubbing against other
people. There would be no boors In the
world if every one cared to avoid caus­
ing discomfort and annoyance to others.

Alfred 0. Crozier, a prominent law­
yer of Wilmington, Del., and author of
"The Magnet,’’ takes forcible isoue with
the much mooted rcheme fcr the organ­
ization of a central government bank,
which he denounces ns a conspiracy
among the powerful monied interests of
New York to control the government in
the interests of Wall street.
He says
the real aim is to prevent by law an
oversupply of money, which would
create competition for loans and lower
interest rales. The borrowing producers,
agricultural ami industrial, and work­
men, the value of whose wages can be
lessened simply by currency manipula­
tion. are ignored.
He asks, “ Why
should not sufiicent money for the
maximum need of the country be pro­
vid« d by the constitutional money,
creating power in some sound form, and
when the demand falls off after crops
are marketed let the producers of the
country^ benefit through easier interest
