Rebate Convictions.
The government’s success in bringing
four officers of a great beef packing com­
pany to justice is a cause for heartiest
cougratulation. Last week in Chicago
these four officials, fearing to stand trial,
entered pleas of guilty and threw them­
selves upon the mercy of tl:e court. They
acknowledged having entered into a
conspiracy to secure railroad rebates in
violation of the federal statutes. )n
view of their confession Judge Humphrey
announced that he would show some
leniency. The penalties provided by law
ranged from nominal fines, without im­
prisonment, to heavier fines, with im
prisonment for two years or under. The
judge imposed a fine of $10,000 on one
defendant and fines of $5,000 each on
the three others.
While mere money jienalties involye
no great hardship to men engaged in
large business operations, and the public
would greatly prefer to see jail sentences
imjjosed on violators of the anti trust
and trade conspiracy laws, no dispo­
sition will be shown to grumble at the
court's action. The main point is that
confessions of guilt have been forced
from defendants who up to now have
l>een employing every legal device to
hiuder the government’s prosecution.
The Department of Justice has now de­
veloped an attack which cannot be
blocked or checkmated. It has found a
way to reach violators of the anti-rebate
law in spite of all technical efforts to be
fog the facts, and it can now go ahead
confidently with the cases it has so
laboriously worked up. The Beef Trust
can be haled to the bar and its mana-
gers be made to pay the penalty of their
schemes to evade the law and exploit
the public.
Country Life for the Wage Earner.
People flock to the cities to-day and
stay there, not so much because they
like to, as because]!hey must. Before the
inexorable conditions that dominate
men in an industrial age, they are as
helpless as chips carried by a great tor­
rent, and the country man who drifts to
the city is like the twig that is washed
from the soil far inland and swept by the
current into a great ocean. A multitude
of ¡»copie of small means, and not own­
ing land, are now in the cities, not lie­
cause they find the city more agreeable,
but because circumstances force them
there. Apparently in each case there is
an immediate cause, but careful observa
tion will show that there is one great
underlying cause of all the migration
from country to city. There is a great
force from which no man is free, that
carries away a definite percentage.of the
¡»copie to replenish the cities, which with
each new growth acquire the power of
absorbing and blighting still more lives.
It.is not only that the city attracts ; the
country repeals. This is why there has
been so little response to the cry of
"Back to the Land !’’ As long as it con­
tinues impossible for the people to get
back tn the land they will stay where
they ure : in the cities. The country pro
duces people and thrusts them on the
cities, but never takes them back. The
reason is to be found in the relative op­
portunities offtrd to the wage earner.
Opportunity is the gate to the cities and
lack of opportunity is the insut mount­
able barrier thatexcludes a greater num
l»cr of the |>eop)e from the boon of
country life. However much the wage
earner may yearn for the freedom and the
pure air of the country, his only oppor­
tunities are in the city, and there he
must stay. A limited number of people
can live in the country ns farmers; the
icst of our population must forever de
p. nd on woi k in the cities or towns for a
livelihood. It we are topreserve the vigor
ot the race, we must provide for the
heiilth and happiness of these.
It matters not how much room we
have left in the country, it the man who
wauls logo to the country finds it im­
possible to get there. We can only get
the wage earner back to the land by get­
ting the factory and the office back to
the land and there replacing the tene­
ment by homes on the land. Every clerk
and factory operative who so desires,
should he enabled to buy a home-acre
convenient to his work. Rural lite,
w ilhin the reach of every wage earner,
would place modern industrialism on a
sound social and moral foundation that
it has heretofore lacked The menacing
