Lord Rosebery tells us that not only has
there been no alliance, secret or other­
wise, but that the suggestions from the
British authorities to the Washington
officials did not meet with sufficient
favor as to justify the British govern­
ment in pressing the matter to a formal
offer.
The Anglo-phobists must find
something else.
