also proposes that the Treasury

outstanding.
While it is scarcely expected that
Mr. Boies' proposition will lie
looked upon as feasible, it is inter
esting in showing the rapid disin
tegration of the 16-to-l movement
among the most intelligent of
those who supported it two years
the liar by reducing the scouring force of the [
current at that point by forcing it to contiuual-
ly carry out the sands carried in from the north I
spit. It seems to me the most important point !
in this problem is to remove the cause of thia
«hiftin. by arresting the movement of the north
sands by a jetty on the north side of the desired
pvt lion of the channel; this being constructed
it might aud probably would also be necessary
to construct enough south ietty to guide the
channel to the new position. An ojection to
this plan is that the projection of the north
jetty beyond the end of the south jetty would ;
have a tendency to guida southwest «tor in '
waves into the harbor, but as the uearest I
what f is about four miles from the bar it is p o - '
able little trouble would be caused. It might !
prove necessary to extend the south jetty as far .
westward as the north jetty, but this would be j
decided by results after completion of the work .
s ggested above."
Captain Fisk makes the following estimates
for the work:
North j-tty, .>200feet, tramway approach, ijoo
feet, f22i.50o;^shortsouth jetty, 3000 feet, approach
from quarry. 3000 feet. >294,000. The estimate
for a single south jetty, 4500 feet, is >582,090.
He adds:
“Thecouutry tributary to the Nehalem river
is esstentially a timber district, and,Jas has been
stated in previous reports, the only justification j
for t e improvement of the bar and entrance is '
the benefit which it would afford the lumber in- 1
dustry by furnishing a harbor from which this
produce might be shipped to market. While it i
is quite possible future developement of the en
trance to Nehalem bay, it is not, in my • pinion
at present worthy of improvement by the gener- [
al goverume nt.”
