open the way to a reversal of a de
cision w hich Ims been reached by
t he deceased Justice’s vote. The
l'nitc«l States Supreme Court lias
decided that the Chinese registra
tion act is constitutional. Judges
of lower courts have acted upon
that decision. But when a China
man is arrested under the provi
sions of the act his liberation is
sought by a habeas corpus petition
addressed to the Supreme Court.
A rather curious state of affairs
has been developed by the friends
of the Chinese. First, the act was
held inoperative until the Supreme
Court bad passed upon it. This is
at least irregular. Other acts are
enforced on the assumption that
Congress and the President com
bined know something about the
constitution. The court having
affirmed the constitutionality of the
act, it is now held inoperative un
til the court reaffirms its own de
cision.—Ex.
EXPERIMENT WITH A CEDAR SHINGLE.
A correspondent of an English
lumber paper gives the following
information on an experiment
made with n cedar shingle. Agreen
shingle, fresh from the saw, was
measured and weighed, care being
taken to get both exact. It was
then dried and again weighed and
measured. It lias shrunk nearly
one-eight inch, while the weight
had decreased from seven ounces
to three. It was then submerged
in water twenty-four hours, and
the size had not changed a particle,
while the weight had increased
about one ounce, He claims that
this demomtrates the superiority
of cellar shingles over others, as
when once dry they will neither
shrink with excessive heat, nor pry
one another off' the roof in wet
weather.
