Project Updates
A flurry of activity has obvi-
ously been taking place in Ver-
nonia. Lots of construction in-
volving the new school project,
the new Vernonia substation
project, and completing the new
headquarters project, have all
been going on simultaneously.
Here is a brief update on each project.
WOEC Headquarters: We excavated the site next
to our new building to create the remainder of the new
section of Cougar Street. Cougar Street and the
shoulder section of Rose Avenue have now been
paved and the stop sign placed on Cougar. All that re-
mains to be done for us to open Cougar Street to
through traffic, is the painting of stripes and stop line,
and a bike lane on Rose Avenue. We are working with
ODOT to get this completed and approved as quickly
as possible.
Vernonia Substation: The Project is going well. All
major conduit/vault installations have been completed
(at the substation site, along Hwy 47, along the Linear
Trail, and inside Anderson Park). The distances have
been measured between the vaults/poles and the
substation, and the primary conductors have been or-
dered. A good portion of the site work (the actual sub-
station footprint) has been completed and almost all of
the footings and foundations have been poured and
inspected. The substation control building has been
framed and has a roof on it. The new electric gate has
been installed at the entrance to the pole yard and the
new substation. The estimated time/date of comple-
tion is August 31, 2012.
Vernonia School District (New K-12 Complex):
WOEC’s work on the project is probably 80% com-
plete, and the most difficult portions of the job have al-
ready been done. The underground primary conduc-
tors from the primary metering to the transformers
(two) have been installed, along with the secondary
conductors from the transformers to the District’s Main
Distribution Panels. All WOEC overhead distribution
facilities, in and around the Missouri Avenue/Bridge
Street (Hwy 47) Intersection, have either been placed
underground or relocated. Beginning last Monday,
June 4, and for the rest of this week, our contractor
(Michels Power) will be installing the new overhead
distribution line along Missouri Avenue, transferring
the new school service to it, installing the new primary
metering cabinet/transformer (adjacent to the job
shack), and removing the old overhead distribution
line.
The work next week will be more difficult than
planned due to a change of plans by the ODOT Con-
tractor, who really had little choice. Frontier Communi-
cations didn’t get their facilities, in conflict with the
Project, relocated or placed underground, in and
around the Missouri Avenue/ Bridge Street (Hwy 47)
Intersection, therefore the VSD/ODOT Contactor (Ea-
gle/Elsner) was forced to postpone their work at the
intersection and begin work on Missouri Avenue in-
stead. This puts our contractor (Michels Power and
the VSD/ODOT Contractor) working in the same area,
at the same time, but fortunately both companies have
agreed to be flexible and each should be able to com-
plete their work without a great deal of conflict. Hope-
fully, Frontier Communications will complete their
work before the VSD/ODOT Contractor is ready to be-
gin work at the intersection.

downtown Vernonia. Due to ex-
tensive damages from flooding,
the schools in Vernonia are in
the demolition stage and will be
moving up to a new location
and new building. During this
demolition process, we do not
have parking space available
to put on a top quality car show.
