Hough reports to Banks City Council on sidewalk improvements

Mayor John Kinsky proudly
presented Jolynn Becker with
the League of Oregon Cities
and CityCounty Insurance Ser-
vices (CCIS) Gold Safety
Award at the October 11 Banks
City Council meeting. Becker,
the City Recorder is also Safe-
ty Committee Representative
for the City of Banks, which
had an injury frequency rate of
0 in the 2010-11 year.
Contract Deputy Todd Han-
lon briefed council on the Sep-
tember police report, showing
94 total incidents in the city,
with 19 of them by public de-
mand, three arrests, 25 traffic
stops, five written citations, and
nine written reports. One per-
son was arrested for shoplift-
ing, another was arrested for
misdemeanor driving with a
suspended license, and a
youth was taken to a juvenile
facility on harass-ment/threat
charges to another student.
The school and juvenile depart-
ment are dealing with the
youth.
Hanlon also reported that
right after the park gazebo was
painted, someone vandalized
the gazebo by putting tire scuff
marks on each of the pillars;
fortunately, they were able to
get most of the marks off. He
has no suspect information at
this time.
Since school started, Han-
lon has introduced himself to
each of the principals and
some of the students in the
three schools. City Manager
Jim Hough expressed his ap-
preciation for the good service
that the city continues to get
with its contract with the Wash-
ington County Sheriff’s Office.
The Mayor and council joined
in on Hough’s comments of ap-
preciation.
Hough reported to council:
• The Banks Green Team is
working on a project to conduct
two E-waste collection events
per year. One will be on the
Saturday of Earth Day week-
end in April and the other will
be the first Saturday of Octo-
ber.
• City Staff is working to
have an aerial photograph
taken of the City of Banks, with
the goal of duplicating the
angle and view of the 1953
photo that hangs in Council
Chambers.
• The city has sent sidewalk
improvement letters to property
owners with discrepancies. A
number of responses have
been received and the city is
working with each property
owner to effect this safety im-
provement.
•The city received, and re-
sponded to a query from the
League of Oregon Cities re-
garding local option levies.
• The Internal Audit Subcom-
mittee met September 21, and
will recommend a few changes
to the Financial Monitoring Pol-
icy of the Financial Manage-
ment Policies and Procedures
document. The changes will be
presented at the November 8
council meeting
• The city is still working with
Washington County Consoli-
dated Communications Agency
(WCCCA) to begin emergency
notification procedures in
