Johnson, your county commissioners and your
sheriff’s office.
Representatives from this group will consult
with the county commissioners over a plan that
will be coming from the sheriff, county counsel
and district attorney to provide for the matrix re-
lease of inmates from custody when the jail ex-
ceeds its operational capacity.
Most jails in Oregon have such a plan, and a
number of them utilize their plans often. Wash-
ington County has a matrix plan that they have
not had to use this year. Clatsop and Multnomah
counties matrix inmates out almost daily.
The matrix will be based upon a scoring sys-
tem designed to keep the most serious offend-
ers locked up – releasing them in order based
upon their scores. The most serious offenders
have the highest scores and are the last to be let
out. The matrix system is the common plan for
releasing inmates under the Oregon law de-
signed to ease jail crowding.
For Columbia County, the issue is not in too
few beds, but in not having enough staff and oth-
er resources to operate the facility according to
constitutional standards. We have to have
enough resources to provide for the safety and
security of staff and inmates. The more inmates
