City Manager Hough gives detailed city report to Banks Council

agreement to participate in a
Pilot Project for LED fixtures.
LED fixtures provide better light
diffusion with significantly less
energy usage. Council agreed
to have Hough sign the Pilot
Project Agreement on behalf of
the city.
• Hough advised Council
that the city is beginning a re-
view of extra-territorial fire hy-
drants to see whether they are
in service. The issue has a
bearing on the design of the
Main Line Replacement Project
slated to begin in 2015.
• The Banks rest stop for the
Beaverton, Banks, and Beyond
fund raising event went very
well. The city sponsored the
rest stop as part of its econom-
ic development aspirations.
The city is already planning to
continue sponsoring the rest
stop next year and annually
thereafter.
• Hough has been advised
by the Oregon Department of
Transportation (ODOT) that
due to funding restrictions, the
department is revising (and
eliminating) some of the district
boundaries. This will result in
the City of Banks (and other
parts of western Washington
County) being shifted from Re-
gion 1, District 2A (headquar-
tered in Portland) to Region 1,
District 1 (headquartered in As-
toria). The city will not see any
change in maintenance opera-
tions (the city will continue to
be covered by the Manning
Maintenance station) and very
little change in the short run for
design and operations servic-
es).
• The city has two opening
on the Banks Tree Advisory
County seeks residents for CAC
Washington County is plan-
ning to update its Transporta-
tion Plan and is looking for area
residents to serve on a Citizen
Advisory Committee (CAC) to
help guide the project. The
CAC application is available
through the Transportation
Plan page of the Washington
County website (www.co.wash
ington.or.us) or by calling the
Long Range Planning Division
at 503-846-3519. Applications
should be completed and re-
turned to the Long Range Plan-
ning Division by September 30,
2011.
The CAC is expected to in-
clude approximately 20 mem-
bers to represent a balance of
geographic and stakeholder in-
terests, and provide a broad
range of perspectives on trans-
portation matters. The commit-
tee, which will be appointed by
the Board of Commissioners,
will likely meet six to eight
