putes and maintain public order. When I took of-
fice in 2009, our civil process services were in
shambles. We had no civil deputy, and the en-
forcement deputies were tasked with juggling
this important service along with their other du-
ties, including responding to 9-1-1 calls. In the
past year, with the addition of a well-known and
popular retired police officer as our civil deputy,
our Civil Process Unit is able to keep its head
above water, and – even more than that – excel
in service to our community. We also obtained
the help of another retired police officer to help
with our court security requirements. Together,
these two retired lawmen have brought a wealth
of knowledge and experience to their service to
the people.
My front office staff deserves special recogni-
tion for its diligent efforts to contribute to the
Sheriff’s peace conservation mission in our
county. We spent time this past year discussing
how we could improve services to our communi-
ty – even with the limited funding we have. One
staff member suggested taking some of our of-
fice services on the road every month to places
that are far from the office in St. Helens. We
began taking our concealed handgun licensing
and fingerprinting services to Clatskanie and
Vernonia on the first and third Fridays of every
