In the Home Stretch
We are in the final
weeks of construction be-
fore the dedication of our
new headquarters build-
ing. We will dedicate the
building immediately fol-
lowing our annual meeting, on Saturday, August
20, and have a grand opening for our members
and public in September. We will be moving into
the new building the week following the annual
meeting, which will precipitate having limited of-
fice functions during the move. We will still ac-
cept payments and take care of billing issues
during the move.
Leading up to the dedication, we still have a
lot of work to do. Paving has begun and side-
walks are now being poured. The garage doors
and interior doors in the truck bays and ware-
house are installed, the interior insulated and
painted, and shelving is being constructed.
WOEC now has power into the building. Low
voltage data wires, electrical, plumbing, and the
HVAC duct work have all been completed in the
administrative. Sheetrock, insulation, and ceiling
tiles are next on the agenda. All of the flooring,
paint, door handles, and countertops have been
selected. The sign for the front has been select-
ed and is being constructed.
You will notice a significant change on Rose
Avenue now, as we have removed all of the
poles along our site and the City-owned Rose
Avenue site. It will allow us now, and the City in

the future, to be able to pave Rose Avenue, as
required by the City and ODOT. A side benefit is
that the view along Rose just got better.
There are a lot of choices and decisions that
go into a building and there are many involved in
the detail work at this stage. One of the deci-
sions we just made was to select the cabinet
maker. There were three candidates that bid for
the project, with one from Forest Grove and two
from Vernonia. The low bid was from Vernonia
and is as local as it gets, as his home and shop
are two doors down from our current headquar-
ters. His shop had seven feet of water in it just
as our Vernonia Substation did as they are lo-
cated across the road from each other. It is
rather fitting, I think, that he be the successful
bidder.
The best decision we made was the selection
of Five Star Builders as our contractor. Their bid
was over $400,000 lower than the next closest
bid and over $1 million less than the highest bid.
The cost savings is only the tip of the iceberg,
though, of benefits of having Five Star work for
us. They have helped us to keep our pledge to
keep labor, materials, services, and contracts as
local as possible. Almost half of their employees
are members of WOEC and they have hired oth-
er members to work as well. They have met with
me each week to go over every detail of the proj-
ect and we have collaborated on how to keep
costs in line and construction on schedule at
every stage. I am especially impressed with
their meticulous attention to details and doing
things right. It is a pleasure to work with such a
professional and dedicated group of people.
