terrent effect on crime. Our goal to have a regular
presence in patrol anywhere in this county is now im-
possible.
In designing what your Sheriff’s Office will look like
following the election and the inevitable budget cuts,
we have attempted to take the will of the people into
consideration. Columbia County voters spoke loudly to
deny the Sheriff the resources needed to maintain a
capable patrol presence in our more rural areas. And,
while the entire county defeated Measure 5-210 57
percent to 43 percent, the rejection of the measure in
the Nehalem Valley was even higher – almost 63 per-
cent to 37 percent.
I firmly believe that people generally support law en-
forcement and their Sheriff’s Office, but that they just
couldn’t add more outlay for any government services,
especially in this economy. I understood that possibili-
ty as we went to them to ask. We had to ask, because
we knew what we would be facing if we didn’t. Now we
are going to face those hard choices, and I want to
make sure citizens are aware that we understand that
no path we end up taking will make anyone complete-
ly happy. Still, we think that there is a way for us to be
successful with the resources we have left.
Bearing in mind the will of the people, and the fact
that we continue to get 911 calls for service from
throughout our county, we are formulating a strategic
plan to best use the resources we have left to address
the serious public safety problems in our county.
Those problems include: Homicides and death investi-
gations, rapes, major assaults and attempted murders,
as well as the serial thefts, child abuse and burglaries
going on in our unincorporated areas. The few
deputies we have left will have to divide up their time
in order to address these problems.
This is not the Sheriff whining about our circum-
stances, however. I see an opportunity for us to focus
our efforts on the most egregious crimes taking place
in our county, and expect in the coming months to
have a strategic plan in place that will enable us to do
just that, even in the midst of budget and staffing short-
ages that are forecasted to continue. The tradeoff is
that we will see a major reduction in our ability to have
real-time response to most 911 calls for service. It was
this situation our efforts in the levy campaign were de-
signed to avoid, but we will still have a limited number
of enforcement deputies to go after the most serious
crimes.
We will still have enough resources to be success-
ful in a number of Sheriff’s Office programs, including
the jail (despite some staffing shortages there), Civil
Process services, Search and Rescue, and our Marine
Patrol program (funded largely by the State Marine
Board). With an enhanced investigative contingent
(and diminished patrol presence), our goal is to carve
out opportunities for success that will be translated
into the best use of our limited funding for the citizens
we serve.
Beginning July 1, we will be closing our business of-
fice and Animal Control office every Friday (in line with
similar closures planned for other county offices), but
this will enable my staff to continue to provide services
to remote locations in the county (Vernonia and
Clatskanie) once a month. These extension services
include concealed handgun licensing and fingerprint
services that make it easier for citizens to access
these services from the Sheriff without having to drive
all the way to St. Helens to do it.
These are interesting times in which we live. Gov-
ernment services across the country are facing major
cuts in staffing and services, and the economic reces-
sion that has touched us all individually is trickling
down to the services citizens depend on. I and my staff
are eager to find ways to take lemons and turn them to
lemonade as we fulfill the mission of the Office of
Sheriff to conserve the peace in our county. I am per-
sonally excited and up to the challenge to make the
most of what we have left.

es in the aforementioned areas.
