New contract deputy sworn in at Banks city council meeting

“We [the City of Banks] have
been blessed to have Deputy
Pat Chertude,” praised City
Manager Jim Hough at the
June 14 Banks City Council
Meeting.
Deputy Chertude sat at the
table in front of council and
gave his last city police report
as the city’s assigned contract
deputy. According to Chertude
there were at total of 166 inci-
dents in the city during the
month of May. By public de-
mand the sheriff’s office re-
sponded to 41 requests, there
were four arrests, 28 traffic
stops, five written citations, and
12 reports filed.
On the record Hough com-
mented on Chertude’s future
assignment as a promoted Cor-
poral and in addition to the pro-
motion, Chertude, a Black
Hawk Pilot, has been deployed
with his Army National Guard
Unit out of California to the
Sinai Dessert as a Peace
Keeper. Chertude was given a
standing ovation for his service
to the Banks community and to
our country. Off the record,
Hough said that Chertude has
been an asset to our communi-
ty; he has been a real resource
for our schools - he taught the
students about the effects of
bullying. “He is so dedicated to
us [the city]; he does it as if it

were his city.”
The Sheriff’s office was well
represented as the torch was
passed from Corporal Patrick
Chertude to Deputy Todd Han-
lon as the city’s newly assigned
contract deputy. Under Sheriff
Patrick Garrett approached and
addressed President Councilor
Pete Edison on the importance
of relationship between the
sheriff’s office and the City of
Banks. Garrett thanked Cher-
tude for all of his work in the
city; he then turned his atten-
tion on to Hanlon, who Garrett
describes as a “top deputy who
will serve you well” - Hanlon
has been with the Washington
County Sheriff’s Office for 23
years and he is a professional
firearms trainer. Lt Bill Steele
and Sgt. Bob Ray were also in
attendance. Hanlon’s wife
Tracey and youngest son at-
tended the swearing-in cere-
mony. Hanlon said that he was
born and raised in Oregon -
Washington County. He is
coaching baseball in Banks
and his youngest will be attend-
ing school in the city - “I am re-
ally excited about this”.
Planning Commission Liai-
son, Raymond Deeth, present-
ed the monthly Planning Com-
mission Report. According to
Deeth, the commission dis-
cussed appeal options that the
city has with the appeal. He
also informed council that the
commission is studying a plan-
ning commission manual.
City Manager Jim Hough
presented the City Manager
Report:
• The population in Banks
has increased to 1,775. This
will increase the amount of rev-
enue sharing funds that the city
gets from the state.
• The Banks Chamber Green
Team is starting a cell phone
and battery recycling effort. A
drop box will be located in the
Library lobby and two other
places yet to be determined.
• Council has received a
thank you note from the City of
Albany for the Community En-
vironmental Sensitivity Award
that was recently awarded to a
middle school student from Al-
bany.
• The city has petitioned for
an extension of the time re-
quired to submit the UGB Ex-
pansion record to the Land Use
Board of Appeals, and the ex-
tension has been granted. K.J.

Becker are working on gather-
ing the requisite parts of the
record.
• The 2nd Annual Beaverton,
Banks and Beyond fund-raiser
for the Northwest Bicycle Safe-
ty Council will come through
Banks on Saturday, August 27.
This year for the first time there
will be an official rest stop at the
Banks Log Cabin Park. The city
has offered the Banks Cham-
ber the opportunity to sponsor
and man the rest stop which
the Chamber declined As part
of the Council desire to have
more city-sponsored events,
the city staff will be manning
the station and the city has ob-
tained the assistance of a For-
est Grove Brownie Troop.
Hough hopes to have a City of
Banks Sustainability booth set
up at the rest stop that day.
• The city is continuing to ex-
perience tree root damage to
water meters on Maplecrest
Way and on Ashton Drive. The
city is in the process of notifying
homeowners that the city will
be removing trees at the city
water utility expense.
• The city’s two sustainability
analysts will soon be manning
a booth at the weekly Banks
Farmers Market (Fridays, 3:00
- 7:00 p.m. in the Oak Way
Center parking lot).
• The city is working with
Agility Recovery, Inc. and with
Servpro to do pre-disaster
planning for business continuity
and cleanup after a disaster.
The pre-disaster planning
meeting has been rescheduled
to July 12 here in City Hall.
• The city has hired a new
water utility worker/public serv-
ices worker. Ryan Lewis has al-
ready qualified to do water
readings on the weekend.
• Ride Connection advises
that the ridership is up at their
bus stop in Log Cabin Park.
They are also increasing the
signage at their new stop on
the corner of Trellis Way and
Arbor Park Loop. Their agency
has advised that they will reim-
burse the city for the (~$300)
