Council approves agreement with Cornelius to get a Vactor-Truck

franchise with Frontier through
the MACC.
• Ride Connection will ex-
pand community bus service in
the city with an additional stop
at the entrance of Arbor Village
Park. The stop will not include a
shelter, but, hopefully, a pole
will be placed at the stop, with a
sign of the schedule.
• The Tillamook Transit Dis-
trict is contemplating adjusting
their bus route in Banks. Hough
will keep council informed.
• Hough, who is a member of
CPO Boundary Change Task
Force will begin deliberations
on March 9; he is requesting
that council let him know if
there is anything they want
passed along to the Task Force
regarding the CPO Boundaries.
• The city continues to work
with the PSWCC and other City
Managers and Directors re-
garding installation of solar
power on the public buildings in
Washington County. Hough
hopes to have a proposal for
council at the March 8 Council
Meeting.
• The city has an opening on
the Banks Budget Committee
that convenes on March 15. In-
terested citizens should contact
the city.
• The city is hoping to partic-
ipate in the annual Spring
Emergency Operations (table-
top) exercise in Washington

• City staff is working on
drafting the follow-on Green-
ville City Park Management
Agreement. Hough anticipates
being able to provide Council
with a proposed draft in late
March.
Deputy Patrick Chertude
says that there is “good will still
in effect left over from the holi-
days” as he delivered the Janu-
ary Police report. The city had a
total of 116 incidents, which in-
cluded 22 requests from citi-
zens, two arrests, 30 traffic
stops, four citations and seven
reports. One arrest was for the
service of a warrant; the other
for a domestic assault.
Council unanimously adopt-
ed the Banks Sustainability
Strategy, which was drafted by
Stevie Freeman-Montes with
the assistance of another com-
munity development analyst.
Council approved an Inter-
governmental Agreement (IGA)
with the City of Cornelius for
the purchase and maintenance
of a Vactor-Truck. The motion
carried by a 4-2 vote.
The City of Banks has a cur-
rent account balance of $4,357
to use as part of the Major
Streets Transportation Im-
provement Program (MASTIP)
Bikeway and Pedestrian Pro-
gram. The program is adminis-
tered by the Washington Coun-
ty
Coordinating
Council
(WCCC). Councilor Brian Biehl
is a voting member of WCCC.
In order to use the MSTIP
funds a project needs to be
added to the MSTIP 3 Bikeway
and Pedestrian Program.
Council voted unanimously to
authorize a request to add the
City Hall Sidewalk Replace-
ment project to the MSTIP 3
Bikeway and Pedestrian Pro-
gram.
Council unanimously adopt-
ed a resolution suggesting to
the City of Portland that it re-
sume participation in the Joint
Terrorism Task Force. In 2005
the City of Portland made a de-
cision to cease participation in
the Joint Terrorism Task Force
(JTTF). With a recent bombing
attempt at a tree lighting cere-
mony in Pioneer Square, down-
town Portland, the Portland
Board of Commissioners has
elected to revisit the 2005 deci-
sion ad has solicited input and
advice from the community at
large, by February 15. In re-
sponse, the City of Tigard draft-
ed a resolution suggesting that
the City of Portland resume
participation in the JTTF, and
has requested that neighboring
cities consider adopting a simi-
lar resolution.
The city was unable to hire a
certified water operator with the
retirement of Fred Evers. Evers
advised that he will not remain
as the Banks Water Operator of
record, but that he will be avail-
able for consultation in water

Banks is a long-time member of
the Oregon Association of Wa-
ter Utilities (OAWU) and has
utilized their circuit rider servic-
es for advice on a myriad of wa-
ter utility procedures and pro-
grams.
In order to remain in compli-
ance with Oregon Water Pro-
gram regulations, the city has
worked with OAWU executive
Director Jason Green to utilize
his services in an Oregon Wa-
ter Programs approved interim
water operator service, avail-
able only to OAWU members.
City Council unanimously
approved a Memorandum of
Understanding for Interim Wa-
ter Operator Service from the
Oregon Association of Water
Utilities and authorized the
mayor to sign on behalf of the
city.
The next City Council Meet-
ing will be held at Banks City
Hall on March 8, at 7:00 p.m.
