Page 4 The INDEPENDENT, December 2, 2010 OFRI announces two appointments to board FSA making Conservation Loans Acting State Forester Nancy Hirsch announced that Jennifer Beathe and David Schmidt have been appointed to the board of directors of the Ore- gon Forest Resources Institute. According to Oregon law, the state forester appoints 11 of OFRI’s 13 board members. Two other members serve ex officio: the dean of the Oregon State University College of Forestry and a public represen- tative appointed jointly by the president of the Oregon Senate and the speaker of the Oregon House of Representatives. Board representation in- cludes small, medium and large forest-products producers (Class 1 – produce less than 20 million board feet per year, Class 2 – produce at least 20 million board feet per year, but less than 100 million board feet per year, and Class 3 – pro- duce at least 100 million board feet per year) that pay dedicat- ed forest-products harvest tax- es to support OFRI’s programs. The board also contains one member representing small woodland owners and one rep- resenting forest-sector employ- ees. Beathe will represent Class 2 producers, and Schmidt will represent Class 1. They re- place retiring board members Pete Sikora and Sara Leiman, respectively. Two other mem- bers – W. Ray Jones, Class 3, and Bill Kluting, employee rep- resentative – were appointed to second terms. The terms are effective beginning Jan. 1, 2011. Beathe is a forest engineer at Starker Forests in Corvallis, where her responsibilities in- clude harvest planning, super- vision and road drainage. Starker Forests maintains ac- tive forestry education and out- reach programs for elementary school students and the public. Beathe is a member of the So- ciety of American Foresters and has served on the board of directors of the Oregon Society of American Foresters Founda- tion. Schmidt is a long-time pro- fessional forester and owner of Schmidt Family Forest LLC. He is a member of the Society of American Foresters and has served in several state and na- tional leadership posts on natu- ral-resource policy issues. He also is a past Tree Farmer of the Year in Benton and Lincoln counties. He served 12 years as a Linn County commission- er, retiring in 2000. The USDA Farm Service Agency (FSA) will make and guarantee Conservation Loans (CL) to farmers and ranchers who want to promote conserva- tion on their land, as well as conserving the country’s natu- ral resources. Many farmers who need and want to implement conserva- tion measures on their land do not have sufficient funds to im- plement these practices. “I encourage producers needing capital to implement conservation measures and conserve natural resources, to apply for credit through this program,” said Nancy Thomp- son, FSA Farm Loan Manager. Producers can apply for con- servation loans as long as the practice is approved by the Natural Resources Conserva- tion Service (NRCS). According to Thompson, producers who do not currently have an existing conservation plan should visit NRCS to de- velop one, prior to requesting CL program assistance. Examples of conservation practices include the installa- tion of conservation structures, establishment of forest cover, installation of water conserva- tion measures, establishment or improvement of permanent pastures, implementation of manure management and the adaptation of other emerging or existing conservation practices, techniques or technologies. Direct CLs are available at your FSA office with loan limits up to $300,000. Guaranteed CLs with limits up to $1,119,000 are available from lenders who participate in FSA’s guaranteed loan pro- gram.
