ernment the kind of authority law enforcement has is for that pur-
pose. The Declaration of Independence acknowledges that hu-
man beings have certain “self-evident rights” and that the primary
role of government is to “secure these rights” after government
has received its “just powers from the consent of the governed.”
What this means to me is that a primary purpose of law enforce-
ment is to protect individual liberty. We get involved when liberties
are threatened by unlawful violence, thefts, abuse and the risky
behaviors of others. And sheriffs, even more than regular police
officers, also are involved in enforcing civil laws and performing
search and rescue activities that are an answer to threats to the
economic and life-safety issues of those within our jurisdictions.
