ties going on all over, and from the experiences we have already
had over the past 15 years in our own county. The message is
that “Government cannot protect us from disaster.” Government
will be slow (perhaps painfully slow) to respond to devastating
public emergencies. The more widespread the potential problem,
the more difficult it will be for government to solve in short order.
So, we must be prepared.
As many of you already know, we must depend upon our own
preparedness and be able to assist others in an emergency. This
would include preparing an emergency kit with enough supplies
for each person in your family to be able to survive for at least
