The media is not allowed to report on discussions held during executive session. After the session, City Administrator Bob Young announced that Po- lice Sergeant Mike Kay’s pro- motion to captain has been ap- proved but postponed. See re- lated article on page 1. The pinning ceremony for Officer Mike Conner’s promo- tion to sergeant was held, with Mayor Sally Harrison congratu- lating Conner and apologizing for the delay in his ceremony. Council approved new fees that the Vernonia Justice Court will begin adding to convictions. Thee will be a $25 fee added to each traffic violation and a $50 fee for each criminal violation. Ordinance 861, approved in July, allowed for these fees to be set up and used only for po- lice training purposes. In other business, council; • approved housekeeping changes to Resolution 842 re- garding the composition of the Public Works Committee. • heard that Young will be in- vestigating dead tree removal and tree thinning at Ora Bolmeier Park. • held a preliminary study session on proposed uses for properties the city will acquire from flood buy-outs. Further meetings, including public in- put, will be scheduled. The October 19 City Council meeting was short, only about one hour, with two decisions made by council. One decision was to change the name of Vernonia Airfield back to Ver- nonia Municipal Airport. The other decision was to approve a contract with Hoss Paving for work on Washington Street. The next meeting of the Ver- nonia City Council will start at 7:00 p.m. on November 16, at Vernonia City Hall. Slight decrease in County jobless Columbia County’s season- ally adjusted unemployment rate was 14.0 percent in Sep- tember, a decrease from the previous month (14.6%) and higher than the year before (7.3%). The rate was above the statewide rate (11.5%) and the national rate (9.8%). Total employment was little changed at 21,447 but the number of unemployed people fell by 429 to 3,082. Total employment this September was 1,325 fewer than one year before and there were 1,485 more people un- employed this year.
