Ford com- mented that the program has been “pretty good up ‘til now; we want to make it better” with clear rules of responsibilities. Council approved a $15,539 contract with Griffith Roofing, Co. for replacement of the roof on the City Hall building com- plex. They also directed city staff to continue application for FEMA disaster relief funds to reimburse the roof repair costs. Heath Backflow, Inc. was awarded a contract for the an- nual testing of installed back- flow devices. A contract for replacement of City Hall windows went to Five- Star Builders, Inc., in the amount of $16,550. This is in- cluded in the recently adopted Banks Capital Improvement Plan, which provides for contin- ued upgrade of City Hall’s ener- gy efficiency and improvement In The Service Air National Guard Airman 1st Class Aaron D. Munson graduated from basic military training at Lackland Air Force Base, San Antonio, Texas. The airman completed an in- tensive, eight-week program that included training in military discipline and studies, Air Force core values, physical fit- ness, and basic warfare princi- ples and skills. Airmen who complete basic training earn four credits to- ward an associate in applied science degree through the Community College of the Air Force. Munson is the son of Donna Munson of Hillsboro, and Dave Munson of Banks. The airman graduated in 2002 from Banks High School, and received an associate degree in 2009 from Portland Community College. of the condition of the building. Council approved an Urban Reserves Study Area as pro- posed by city staff and recom- mended by the Banks Planning Commission. A pre-qualified concept plan- ning statement was approved for a program in which Banks is participating with Washington County/Metro regarding the process for designating Urban and Rural Reserves, although the city is not part of Metro. Banks is also beginning the process of identifying potential Urban Reserves for future de- velopment and inclusion into the Banks Urban Growth Boundary long-range planning process, which will require an update of the Urban Planning Area Agreement with Washing- ton County. After discussion of the re- newal process for a PGE fran- chise agreement, Banks City Attorney Jim Lucas said “there is no reason we shouldn’t opt for a privilege tax.” Council pro- vided guidance for the city staff to proceed with negotiations for the added privilege tax, which will also require the city to de- velop an ordinance. Hough has a meeting set up with the PGE representative to discuss this process on July 15. There will be an update at the August 11 council meeting. A special council meeting was held July 23 to receive public input regarding a poten- tial revision of the Urban Growth Boundary (UGB) Ex- pansion Proposal, and for council to define the scope of work desired for a re-analysis of the UGB.
