Banks Council told that
city has lots of potential
At the April 14 Banks City
Council meeting, Mayor John
Kinsky, as a proxy for Tree City
USA presented a Tree City flag,
cap, stickers, pin and plaque to
Councilor Craig Stewart, who
was standing in for the Tree
Board. This is the third consec-
utive year that Banks has re-
ceived this honor.
After the presentation, Kin-
sky read the city’s 2009 Arbor
Day Proclamation, noting that
2009 is the 137th anniversary
of the first Arbor Day, which
was observed in Nebraska,
and congratulating the City of
Banks numerous and beautiful
trees that enhance the commu-
nity, increase property values
and have special importance in
urban areas as an environmen-
tally responsible way to cut
heating and cooling costs,
moderate the temperature,
clean the air, produce oxygen,
reduce the erosion of topsoil by
wind and water, and benefit the
global environment. Mayor Kin-
sky then proclaimed April 25,
2009 as Arbor Day in the City
of Banks, and invited citizens to
a tree planting ceremony at
Greenville City Park.
Kinsky presented another
proclamation, setting May 3-9
as National Water Week, not-
ing that water is our most valu-
able natural resource and ob-
serving the many values of
safe water. He than called upon
the citizens of Banks to renew
efforts to conserve water, pro-
tect water resources from pol-
lution, and maintain home wa-
ter systems in tip-top condition.
Bill Reid of Johnson & Reid,
Inc. presented the finding from
the Banks Economic Opportu-
nities Analysis (EOA). Banks,
Cornelius, Forest Grove, Hills-
boro, and North Plains are in-
cluded in the five-city Western
Washington County Economic
Development Analysis (EDA).
According to Reid, Hillsboro
has some serious land con-
straints near Highway 26;
North Plains and Banks have
adequate land available. Reid
commented that with Banks’ di-
rect freeway access, the city
has a lot of potential, depend-
ing on their aspirations.
Following Reid’s presenta-
tion, Kinsky requested council
to review a resolution of sub-re-
gional cooperation with Cor-
