election will be held in Columbia
County, Oregon on November 4,
2008.
The following shall be the bal-
lot title of the measure to be sub-
mitted to the district’s voters on
this date: November 4, 2008.
Caption: 5-192 Renewal of 9-
1-1 Emergency Communications
Operating Levy.
Question: Shall the five-year
Columbia 9-1-1 operating levy be
renewed in FY 2009-10, at 29
cents per $1,000 assessed val-
ue?
Summary: The Operating
Levy for the Columbia 9-1-1
Communications District was ap-
proved by voters in 1998, and is
due for renewal every five years.
The renewal for the five-year pe-
riod beginning in FY 2009-10 will
be at the same rate as approved
in 2004, and at a slightly reduced
rate from the rate approved in
1998.
The five-year Operating Fund
supports all ongoing functions of
the 9-1-1 call center, such as
maintaining emergency commu-
nications service for all communi-
ties and unincorporated areas
throughout the county; 24-hour
staffing and training; coordination
and dispatching for 16 public
safety agencies in Columbia
County, including all fire, emer-
gency medical and police in each
community, and related support
services for State Police and
State Forestry Department.
The renewed Operating Levy
would be at a rate of 29 cents per
$1,000 of assessed property val-
ue. For a home assessed at a
value of $200,000 the annual
cost would be $58 per year. Over
the five-year period, ann estimat-
ed total $6,122,760 will be raised;
$1,145.541 in the first year;
$1,183,908 in the second year;
$1,223,397 in the third year;
$1,264,041 in the fourth year and
$1,305,873 in the fifth year.

above ballot title is true and com-
