The parade is always a popular part of the Banks BBQ,
Truck/Tractor Pull and Combine Demolition Derby.
Using big scissors to cut the ribbon at the grand opening of the Oregon First Community
Credit Union, on August 14, is Branch Manager Erin Wallner. Despite the heat, there was a
good turnout at the celebration, that included free BBQ and prizes.
Hough joins IGA that will look at UGB

this issue, moved to approve
such a policy “to the degree
that it is a working document”.
Council approved the motion.
The City of Banks has been
invited to join the City of Hills-
boro in contracting with a firm
to perform an Economic Oppor-
tunity Analysis (EOA) for Hills-
boro and surrounding areas, as
part of a western Washington
County regional EOA. Hillsboro
has offered to fund the Banks
portion of the Hillsboro EOA as
partners for a sustainable
Washington County Communi-
ty Inter-Governmental Agree-
ment (IGA) with the Washing-
ton County Vision Action Net-
work. This EOA would provide
information needed for the
Banks Urban Growth Boundary
expansion plan.
City Manager Jim Hough re-
quested that council allow him
to join the group and bring back
an IGA that the city is comfort-
able with signing. The agree-
ment would have to specify that
there will be no cost to the City
of Banks. Council agreed and
gave Hough approval to join
the group.
Washington County Land
Use and Transportation has re-
quested, because of increased
costs, that the IGA between
Washington County and the
City of Banks for the Sellers
Road Realignment Project be
amended to increase the
amount of Traffic Impact Fees
(TIF) allocated to the project.
Hough noted that he needed
council authorization to commit
more money. Council approved
the amendment, subject to
some changes, and authorized
the mayor to sign on behalf of
the city.
The Arbor Village HOA
Board recommended the ap-
pointment of Erin Ungewitter to
the Park Committee. Ungewit-
ter commented that she volun-
teers on the Friends of Green-
