Banks Council sees presentation on proposed natural gas pipeline
Henry Morse, project man-
ager for Palomar, a partnership
of NW Natural and Trans-
Canada, gave a power point
presentation on their proposed
interstate natural gas pipeline
at the August 12 meeting of the
Banks City Council. The pipe-
line, according to Palomar Gas
Transmission LLC, will provide
needed new infrastructure to
serve Oregon, the Pacific
Northwest, and other western
states. The proposed pipeline
would be located five miles
west of Banks. According to
Morse, “Palomar is still in the
permit process” with a goal to
file a formal application in late
2008.
The audience included sev-
eral NO LNG (Liquid Natural
Gas) protesters. Their group is
slated to give a presentation at
the September meeting of the
Banks City Council.

Washington County Sheriff’s
Deputy Tran reported that July
was a busy month in the City of
Banks. There were 60 calls re-
sulting in four arrests, and 52
traffic stops.
Mayor Teri Branstitre ad-
dressed the positions that will
be on the ballot in the Novem-
ber election. The terms of the
Mayor and three Councilors will
expire at the end of December;
these are all four-year terms.
Election packets are available
at Banks City Hall and the
deadline for submitting nomina-
tion papers is 1:00 p.m. Friday,
August 22, at City Hall.
There are also two open
council positions that will be
filled by appointment; these
terms each have two years re-
maining. Branstitre said she is
willing to talk with citizens inter-
ested in the appointive posi-
tions, and to contact citizens
who are recommended to her.
Information about the positions
is posted at city hall, the library
and the post office.
Denise Holmes presented
Ms. Ione Pilate with a certificate
of appreciation in recognition of
her many years of service to
the City of Banks. Ione is one of
the early members of the
Friends of the Banks Public Li-
brary and a tireless fundraiser
for the library; she has men-
tored many Banks men and
women who follow in her foot-
steps. Holmes said that “Ione
has worked tirelessly making
quilts…[and] she was the first
‘out-of-the-city member’ on the
planning commission.” Pilate
was thanked and given a
standing ovation by the mayor
and councilors for her contribu-
tions to the city.
Council approved a Resolu-
tion to continue membership in
the City County Insurance Ser-
vices trust (CIS) for the pur-
pose of receiving a risk man-
agement grant. This opportuni-
ty provides its members with a
discounted initial contribution.
The City of Banks committed to
continue its participation in CIS’
General Liability and Property
program for three more years.
Council accepted a motion
by President Pete Edison to ac-
cept a proposed restrictive
covenant for Arbor Village Tract
9 in lieu of the current perform-
ance bond, and authorized the
city attorney to release the
bond upon satisfactory record-
ing of the covenant. City Attor-
ney Jim Lucas said that he
wanted to “confirm with the
county that this is the current
owner” before the covenant is
recorded. Approval was given
pending the record search.
