lights of the new laws going
into effect. There was also leg-
islation governing indoor smok-
ing, deposits on water bottles,
and new nutrition standards on
food and beverages sold in

Mrs. Kjelland was born June 9,
1928, in Minneapolis, Minnesota, to
Ole and Evelyn (Johnson) Foss. The
family moved to Valley City, North
Dakota, where she was educated.
She married Arnold J. Kjelland in
1952. They lived on their farm in Valley
City until 1964, when they moved to
farm near Buxton. She worked as a
quality control technician for Gray &
Company in Forest Grove until retiring
in 1988.
She was preceded in death by a
brother, Donald Foss; and two sisters,
Shirley Gustafson and Emily Stopple-
worth.
Survivors include her husband;
three sons, Steven J. of Medical Lake,
Wash., Kenneth L. of Clatskanie, and
James D. of McMinnville; a daughter,
Diane E. McMannis of Banks; five
grandchildren; one great-grandchild,
nieces and nephews.
The family suggests that remem-

Mrs. Daily worked for the City of
Potlatch as city clerk and Justice of the
Peace, as a teller at Idaho First Nation-
al Bank and as manager of a Safeco In-
surance agency. She also worked for
about ten years as office manager for
the Pea Co-op in Moscow, Idaho, until
retiring in the late 1970s.
In addition to her husbands, she
was preceded in death by two brothers,
Lyman Moulster and Arthur Moulster;
and two sisters, Margaret Bow and Mil-
dred Moulster.
Survivors include two sons, Donald
M. Dailey of Vernonia, and Lewis R.
Dailey of Clovis, Calif.; a sister, Verna
Brinson of Kennewick, Wash.; four
grandchildren, one grandchild; many
nieces and nephews.
The family suggests that remem-

soon as funding is secured, we
will begin this process as soon
as possible. It now seems the
question has changed from if
another event like 1996 and
now 2007 will occur, but when it
will occur again. We need to
make sure as an essential
service provider, that we are in
a position to be able to continu-
ously provide electricity as long
as humanly possible. To do so
we must take action to relocate
our substation and offices to a
safer location.
We can empathize with our
members who have also been
hit by this latest disaster and
our prayers and thoughts are
with you. Four of our own staff
and crews have lost much or
all, as well. We have witnessed
a tremendous outpouring of
help, service, and support from
inside and outside of our com-
munity. I truly believe that as
the saying goes, “United we
stand, divided we fall,” we can
and will rise up once again if
we all continue to pull together
and a community. We are after
all Vernonians. We are re-
silient, we are strong, and we
are united. As a member-
owned electric cooperative, we
will do our part to assist in this
rebirth and rebuilding of our
town and our community.

1936, in St. Helens to George and Irma
(Boyd) Stockdale. He started logging at
the age of 16 and continued most of
life. He also worked as a crane opera-
tor in Rainier, and from 1980 to 1987, at
a dairy in eastern Oregon. He married
Linda Neff in 1977.
He was preceded in death by a
daughter, Patti; sons David and Rod-
ney; and brother George.
Survivors include his wife; children,
Pearl Nollette of St. Helens, Ronetta
Sorber of Vernonia, Linda Adams of
Deer Island, Duane Stockdale and Alyn
Doyle, both of St. Helens, and Paul
Wood of Deming, New Mexico; 19
grandchildren and 19 great-grandchil-
dren.
Remembrances are suggested to
the American Red Cross.

CHARLOTTE DAVIS
Charlotte Mae Vanderzanden
Davis, 75, Toutle, Washington, died No-
vember 29, 2007, in Longview, Wash.
No service will be held.
Mrs. Davis was born November 5,
1933, in Vancouver, Wash., to William
and Rosella White. The family moved
to Oregon and she attended Banks
High School.
She was preceded in death by a
brother, William Siri.
Survivors include her children, Clif-
ford Vanderzanden, Leona Vanderzan-
den and Cindy Baxter, all of Oregon,
and Bill Vanderzanden of California;
three brothers, four sisters, 10 grand-
children and 18 great-grandchildren.
ELLEN CHARLOTTE HART
Ellen Charlotte Hart, 79, Scap-
poose, died October 26, 2007. A private
family service has been held.
Mrs. Hart was born May 9, 1928, in
Miller, Nebraska. She grew up on the
family farm. In 1945, she started her
own family, worked on the farm and
tended a large garden.
In the late 1950s, she moved to
Sunnyside, Wash., attended Clark Col-
lege and earned a nursing license. She
moved to Banks in the 1960s, and to
Scappoose in the early 1980s with her
companion, Albert “Dick” Jones.
She worked at hospitals and nurs-
ing homes, then operated her own
nursing home in the 1980s and ‘90s.
For the past 13 years she worked part-
time at the Columbia Care Center in
Scappoose.
She was preceded in death by Al-
bert “Dick” Jones in 2002.
Survivors include seven children:
Gene, Larry, Lynn, Sandi, Ron, Angie
and Shawn; 15 grandchildren and six
great-grandchildren.
EVELYN ANN “MICK” KJELLAND
Evelyn Ann “Mick” Kjelland, 81,
Banks, died December 19, 2007. A cel-
ebration of life was held December 23
at the Fuiten, Rose & Hoyt Funeral
Home in Forest Grove, with the Rev.
Richard E. Osburn officiating. Interment
was at Union Point Cemetery in Banks.
LOUISE DAILEY MCBRIDE
Louise Dailey McBride, 87, Forest
Grove, died December 18, 2007. Pri-
vate services will be held in Prosser,
Washington.
Mrs. McBride was born October 29,
1920, in Hanford, Wash., to Lewis L.
and Lena (Morgan) Moulster. She grew
up in Hanford, then attended Kinman
Business School in Spokane, Wash.
She married Donald M. Dailey in
1942. They made their home at Camp
Roberts, California, while he served in
the U.S. Army. After the war, they
moved to Garfield, Wash., for six years
then to Potlatch, Idaho. Mr. Dailey died
in 1972.
In 1978, she married Kenneth
McBride and they resided in Potlatch.
Mr. McBride died in 1985 and she
moved to Clovis, California. She moved
to Kennewick, Wash., in the late 1990s,
then to Clatskanie in 2005, and Forest
Grove in 2007.
ROBERT “BOB” PRICKETT
Robert “Bob” Prickett, 74, Hillsboro,
died December 10, 2007. A service has
been held.
Mr. Prickett was born May 14, 1933,
in Portland, to Verle and Golda Hopkins
Prickett. He grew up in Banks and
graduated in 1951 from Banks High
School, where joined the ROTC pro-
gram. He served in the U.S. Army Re-
serve for 10 years, until his discharge in
1961. He earned a bachelor’s degree in
business from Oregon State University
in 1955.
Mr. Prickett married Patricia Smith
in 1961. They moved to Banks in 1962,
staying there until 1990, when they
moved to Hillsboro. He was a business
manager for Tektronix for over 35
years, and Banks City Recorder for 20
years.
He was preceded in death by a son,
Jim.
Survivors include his wife; son
Scott; stepdaughter Lauri Lerwick; two
sisters, Melody Wood and Marilyn
Daunhauer; three grandchildren and
two great-grandchildren.
FRANK A. QUEEN
Frank A. Queen, 55, Rainier, died
December 2, 2007. A private family
service was held; interment was at
Willamette National Cemetery in Port-
land.
Mr. Frank was born November 21,
1952, in Astoria, to James A. and Wil-
lette F. (Floeter) Queen. He was edu-
cated in Scappoose and Vernonia, and
served in the U.S. Army.
In 1981, he married Annette Ran-
den and they made their home in
Rainier. Mr. Frank was a carpet in-
staller, then worked at Avamere Assist-
ed living Center since 2005.
Survivors include his wife; children
Haley and James Queen, all of Rainier;
mother Willette Chandler of Kelso,
Wash.; two brothers, Ron Queen of
Scappoose and Larry Queen of Sacra-
mento, Calif.
RONALD F. STOCKDALE
Ronald F. Stockdale, 71, St. Helens,
died December 19, 2007. A service was
held December 29, 2007, at the Colum-
bia Funeral Home in St. Helens.
Mr. Stockdale was born August 26,
