Charter Committee members sought
The Washington County
Board of Commissioners is
seeking applicants for a Char-
ter Review Committee to rec-
ommend updates to the county
government’s basic organizing
document. The Board’s action
created a seven-member com-
mittee to assess how the 45-
year-old charter could be
brought in line with current
county policies and practices,
Oregon laws and the state’s
constitution.
The county’s charter has
been amended eight times
since it was first adopted by
Washington County voters in
1962. The most notable
changes dealt with how the
board of commissioners would
be comprised and approved by
voters, what focus some de-
partments would have within
the organization and how and
when land use ordinances
would be considered.
The charter was last amend-
ed by voters in the 1990 gener-
al election when provisions
about the timing of land use or-
dinances and citizen involve-
ment were changed.
Washington County is one of
nine Oregon counties exercis-
ing “home rule” under a voter-
adopted charter. The Oregon
Constitution allows voters to
determine through a charter
how their county governments
should be structured and what
powers these county govern-
ments can exercise over mat-
ters of county concern. Coun-
ties without home rule charters
take the structure and exercise
the powers provided in Oregon
Revised Statutes.

The Washington County
Board of Property Tax Appeals
is currently seeking applica-
tions for new members:
This panel meets in Febru-
ary and March to hear petitions
for the reduction of real market,
maximum assessed, specially
assessed or assessed value of
property as of January 1, 2007.
The Board also considers peti-
tions to excuse penalties as-
sessed for the late filing of real
and personal property return
Membership: Chairperson’s
Pool – Members of Governing
Body or Non-office holding res-
idents of the county. Non-office
Holding Pool – Non-office hold-
ing residents of the county.
Time commitment is 25 to 30
days of hearings. Length of the
term is one year
The application deadline is
August 14, 2007, or when all
vacancies are filled. Applica-
tions may be obtained by visit-

of interest to people who live
and work in Washington Coun-
ty. Committees themselves do
not pass ordinances or estab-
lish policy; their purpose is to
study issues and make recom-
mendations.
Commission members are
volunteers appointed by the
County Board of Commission-
ers. Members must be resi-
dents of Washington County.
Serving on an appointed
board or commission is a great
way for Washington County
residents to participate in deci-
sions that affect them and to
learn more about how local
government works.
